			<content:encoded><![CDATA[<p></p><p>Russian Prime Minister Vladimir Putin has accused the United States and NATO of aiming an antimissile system being deployed in Europe at Russia despite assurances that it is intended to guard against attacks from rogue states.</p>
<p>With his Kremlin reelection plans in full swing, Putin said on the &#8220;Cold Politics&#8221; (Kholodnaya Politika) program on February 2 that its former Cold War adversaries have &#8220;undoubtedly aimed at neutralizing the nuclear rocket capability of Russia.&#8221;</p>
<p>Putin said the antimissile system can cover &#8220;territory to the Urals [Mountains], the places where our ground nuclear forces are based.&#8221;</p>
<p>Putin added that &#8220;today there is no threat from Iran or North Korea&#8221; and said NATO is not offering any guarantees, written or otherwise, that the system is not targeting Russia.</p>
<p>NATO two years ago invited Russia to cooperate to create a &#8220;security roof that protects us all.&#8221;</p>
<p>&#8220;We need a missile-defense system that includes not just all countries of NATO but Russia, too,” NATO Secretary-General Anders Fogh Rasmussen said at the time.</p>
<p>Russia responded coolly to that and other Western initiatives on missile defense.</p>
<p>In his February 2 appearance, Putin described the U.S. as the initiator of an antimissile system in Europe and called it the only country in history to have used nuclear weapons, and that against non-nuclear Japan in 1945.</p>
<p>&#8220;What should we do, just black this out from our memory?&#8221; Putin asked. &#8220;We will always respond to threats that appear along our borders.&#8221;</p>
<p>Putin said Russia is the only country besides the United States with a &#8220;nuclear triad&#8221; &#8212; ground, sea, and air nuclear forces.</p>
<p>Putin accused Russia&#8217;s &#8220;partners in the UN Security Council&#8221; of producing evidence of the presence of weapons of mass destruction in some countries and calling for the invasion of these countries or changing the governments of these countries. He said he doubts the sincerity of such partners.</p>
<p>&#8220;It seems to me our partners don&#8217;t want allies, they want vassals,&#8221; Putin said. They want to rule&#8221; but &#8220;Russia doesn&#8217;t work that way,&#8221; he concluded.</p>
<p>Putin&#8217;s remarks come a little more than a month before a Russian presidential election in which Putin is seeking to return to the presidency after serving as prime minister since 2008, when Russia&#8217;s constitution obliged him to step down after two consecutive terms.</p>

			<content:encoded><![CDATA[<p></p><p>Revelations have surfaced about the presence of British spies in Syria as the UK government draws secret plans for a NATO-backed no-fly zone over the country.</p>
<p>A British security official has revealed that Britain&#8217;s Ministry of Defence has been drawing up secret plots to secure a NATO-sponsored no-fly zone over Syria as intelligence agents from MI6 and the CIA are examining the situation on the ground in the country, reported the <em>Daily Star</em>.</p>
<p>“MI6 and the CIA are in Syria to infiltrate,” revealed the newspaper.</p>
<p>The revelations come as the Western media has launched a campaign to criticise the presence of the Arab League observers in Syria calling on them to return so that their governments would be able to draw up plots for military intervention based on fabricated evidence.</p>
<p>However, independent analysts have seriously questioned the West&#8217;s media hype over the usefulness of the Arab League observers&#8217; presence in Syria, as they assert the West is using the Arab League as an NGO.</p>
<p>“[The Arab League] has been one of the most pathetic organizations in the Arab World for a long, long time, doing nothing on Palestine, doing nothing to prevent the war on Iraq. And, now it&#8217;s being used as an NGO by the West,” said Tariq Ali, editor of London-based <em>New Left Review</em>.</p>
<p>Furthermore, Ali warned against the Western intervention in Syria saying “we need a negotiated settlement in Syria.”</p>
<p>“We do not want a Western intervention as in Libya which with each passing day the information coming out of Libya shows the disaster,” said Ali in an interview with Russia&#8217;s English news channel Russia Today.</p>
<p>The <em>Daily Star</em> also reported that the Western intervention in Syria “is all going like Libya but this will be bigger and bloodier.”</p>
<p>Furthermore, the British newspaper revealed that the British government&#8217;s “highest priority” while drawing up its secret plots would be Israel&#8217;s security saying “Syria supports Hezbollah. That threatens Israel.”</p>
<p>Pointing out that Western intervention in Syria has already started, Ali said: “I don&#8217;t know why they [foreign nations] seem reluctant to [acknowledging armed opposition extremists operating in Syria] because most the nations which seem reluctant to notice that are the ones who&#8217;re supplying the weaponry.”</p>

<div id="photo">US and NATO task forces in the Persian Gulf have been placed on alert after US intelligence warned that Iran&#8217;s Revolutionary Guards are preparing Iranian marine commandos to sow mines in the strategic Strait of Hormuz.</div>

<p>The new deployment, DEBKAfile&#8217;s military sources report, consists of USS Combined Task Force 52 (CTF 52), which is trained and equipped for dismantling marine mines and NATO Maritime Mine Counter measures Group 2 (SNMCMG2). The American group is led by the <em>USS Arden </em>mine countermeasures ship; NATO&#8217;s by the British <em>HMS Pembroke </em>minesweeper. Other vessels in the task forces are the Hunt-class destroyer <em>HMS Middleton </em>and the French mine warfare ships <em>FS Croix </em>du Sud and <em>FS Var</em>.</p>
<p>Also on the ready are several US Expeditionary Combat Readiness units of the US Fifth Fleet Bahrain command. Seventeen of these special marine units are attached to the Fifth Fleet as America&#8217;s answer to the Iranian Navy&#8217;s fast assault boats and marine units.</p>
<p>US military sources told DEBKAfile Wednesday, Dec. 28, that United States has the countermeasures for sweeping the waterway of mines and making it safe for marine passage after no more than a 24-48 hour interruption.</p>
<p>At the same time, leading military and naval officials in Washington take Tehran&#8217;s threats seriously. They don&#8217;t buy the proposition advanced by various American pundits and analysts that Iran would never close the Strait of Hormuz, though which one third of the world&#8217;s oil passes, because it would then bottle up its own energy exports. Those officials, according to our sources, believe that Tehran hopes the mines in the waterway will blow up passing oil tankers and other shipping. It doesn&#8217;t have to be sealed hermetically to endanger international shipping; just a few mines here and there and an explosion would be enough to deter shippers and crews from risking their vessels.</p>
<p>As Adm. Habibollah Sayari commander of the Iranian Navy put it Wednesday, Dec. 28: &#8220;Shutting the strait for Iran&#8217;s armed forces is really easy – or as we say in Iran, easier than drinking a glass of water.&#8221; He went on to say: &#8220;But today, we don&#8217;t need [to shut] the strait because we have the Sea of Oman under control and can control transit.&#8221;</p>
<p>DEBKAfile&#8217;s Middle East marine sources said the Iranian admiral&#8217;s boast about the Sea of Oman was just hot air.  For the big Iranian Velayati 90 sea exercise which began Saturday, America has deployed in that sea two large air and sea strike groups led by the <em>USS John C. Stennis </em>aircraft carrier and the <em>USS Bataan </em>aircraft amphibious ship.</p>
<p>And they are highly visible: Thursday morning, Dec. 29, Iranian Navy&#8217;s Deputy Commander Rear Adm. Mahmoud Mousavi reported an Iranian Navy aircraft had shot footage and images of a US carrier spotted in an area where the Velayat 90 war games were being conducted – most probably the <em>Stennis</em>. Its presence, he said, demonstrated that Iran&#8217;s naval forces were &#8220;precisely monitoring all moves by extra-regional powers&#8221; in the region.</p>
<p>Clearly, the US navy is very much on the spot in the Sea of Oman and other areas of the Iranian war game.</p>
<p>Middle East sources warn however that the repeated threats to close the Strait of Hormuz coming from Tehran this week and the framework of its naval exercise clearly point to the manner in which Iran intends to hit back for the tough new sanctions which the West plans to approve next month. The new round is expected to shear off 80 percent of the Islamic Republic&#8217;s revenues.<br />
The European Union&#8217;s 27 member-states meet in January to approve an embargo on Iranian oil, with effect on 25 percent of Iran&#8217;s energy exports. Next month, too, President Barack Obama plans to sign into law an amendment authorizing severe penalties for foreign banks trading with Iran&#8217;s central bank, CBI, including the loss of links with American banks and financial institutions.</p>
<p>Tehran is expected to strike back hard by sowing mines in Hormuz and in the waters opposite the oil fields and terminals of fellow Persian Gulf oil producers, including Saudi Arabia.</p>
<p>It would not be the first time. In 1987 and 1988, sea mines were sown in the Persian Gulf for which Iran never took responsibility. It was generally seen as Tehran&#8217;s payback for US and Gulf Emirates&#8217; backing for Iraq in its long war with the Islamic Republic. A number of oil tankers and American warships were struck by mines, including the <em>USS Samuel B.</em> <em>Roberts</em>. Such disasters can be averted today by means of the sophisticated countermeasures now in US hands.</p>

			<content:encoded><![CDATA[<p></p><p>NATO will withdraw its Iraq training mission at year-end after Baghdad refused to grant it legal immunity, Iraq&#8217;s top security adviser said on Sunday, mirroring the nearly-complete pullout of US forces.</p>
<p>But a NATO official in Brussels denied that any decision had been taken.</p>
<p>Iraq said the end of the mission was a surprise, with NATO previously having agreed in principle to staying through to the end of 2013.</p>
<p>&#8220;NATO surprised us with this decision,&#8221; National Security Adviser Falah al-Fayadh said in an interview aboard a flight transporting Prime Minister Nuri al-Maliki to Washington.</p>
<p>&#8220;We are sorry that NATO has advised that it will withdraw its mission from Iraq &#8230; because immunity is something that is out of the government&#8217;s reach,&#8221; he added, saying Baghdad was informed of the decision on Thursday.</p>
<p>The failure to agree on immunity from prosecution closely mirrors Iraq&#8217;s refusal to grant US soldiers similar protections earlier this year, sinking a potential deal between the two countries that means all American soldiers left in Iraq will leave by year-end.</p>
<p>About 6000 US troops remain stationed in the country on three bases, down from peaks of nearly 170,000 soldiers and 505 bases.</p>
<p>Fayadh added: &#8220;I would have preferred that there would be cooperation with NATO in other aspects, and not only through its mission in Iraq, and I was hoping that this mission would stay.&#8221;</p>
<p>An official at NATO headquarters in Brussels, however, said: &#8220;There hasn&#8217;t been a decision yet.&#8221;</p>
<p>&#8220;When they ask us to extend the mission, we need to see that the same legal framework will extend as well,&#8221; the official said on condition of anonymity.</p>
<p>On November 29, Iraqi government spokesman Ali al-Dabbagh said Iraq was studying a contract to extend NATO&#8217;s presence in Iraq beyond year-end, but noted that such a deal would not grant its troops immunity from prosecution.</p>
<p>And on the same day, a NATO spokesman said the grouping had been asked by Maliki to &#8220;extend its training mission until the end of 2013.&#8221;</p>
<p>&#8220;The North Atlantic Council (the ambassadors of the 28 NATO Allies) has accepted this request in principle. Technical details are currently being worked out,&#8221; the spokesman said at the time.</p>
<p>Major General Jeffrey Buchanan, the spokesman for US forces in Iraq, said that Baghdad and NATO were working on an agreement that would see around 150 trainers beyond year-end. At the end of 2010, the training mission was comprised of 180 trainers.</p>
<p>NATO&#8217;s training mission in Iraq was aimed at assisting &#8220;in the development of Iraqi security forces training structures and institutions&#8221;, and as of November 2011, 12 countries were represented in its force.</p>
<p>Also on Sunday, US forces handed over to Iraq&#8217;s defence ministry a fourth base, Contingency Operating Site Kalsu, near the central Iraqi town of Iskandiriyah, in Babil province.</p>

<p>German arms manufacturers exported weapons worth 2.1 billion euros ($ 2.8 billion) in 2010 &#8211; a record turnover in export statistics and a significant increase from 2009.<strong> On an international scale, Germany ranked third after the US and Russia last year.</strong></p>
<p>According to the German government, more than half of the revenue was due to the export of three warships to NATO partners: Portugal bought German submarines and parts for warships worth more than 800 million euros; Greece, too, purchased a German submarine.</p>
<p>Warships are at the top of armament manufacturers&#8217; export lists &#8211; as are handguns, ammunition, military electronics and track vehicles, including the Leopard 2 combat tank, produced by Krauss-Maffei Wegmann. Last year, Leopard 2 tanks were sold to Chile, Turkey and Singapor, among other countries. German government plans to sell hundreds of Leopard 2 vehicles to Saudi Arabia triggered a wave of criticism during the summer, with opposition politicians branding the tank deal as the wrong signal to the democracy movement in the Arab world.</p>
<p>The German government must agree to every single weapons export. The government must adhere to specific guidelines: Arms exports are only permitted to countries that respect human rights and are not involved in armed conflict. <strong>Every year the government declines requests for weapons exports. In 2010, rejections included exports to Belarus and Yemen.</strong></p>
<p><strong>Controversial export plans</strong></p>
<p>Critics say exports to Saudi Arabia should also be rejected because Riyadh helped the government in neighboring Bahrain forcefully put down an uprising. Apart from in its annual weapons export report, the German government has remained silent on the issue. Where transparency is concerned, Berlin lags far behind many of its neighbors.</p>
<p><strong>In 2010, German firms sold handguns, ammunition and military communication equipment to Saudi Arabia. The country ranks 10th among the 20 most important recipients of German arms exports.</strong></p>
<p>This is something that outrages Jan van Aken, a Left party parliamentarian.</p>
<p>&#8220;Especially disgusting is the unimpeded sale of arms to states which disrespect human rights in the worst way,&#8221; Aken said. &#8220;Every euro that is earned from war is one euro too many.&#8221;</p>
<p>Weapons are also sold to developing countries &#8211; more in 2010 than in the previous year.</p>
<p>&#8220;The exception has become the rule,&#8221; criticized Green party parliamentarian Katja Keul. She said it sets a particularly bad example when Germany sells weapons to both Pakistan and India, who have fought three wars against each other.</p>

In particular, the USA will no longer inform Russia about the plans connected with the redeployment of its forces. Those restrictions are not touching upon any other country.</p>
<p align="LEFT">&#8220;Today the United States announced in Vienna, Austria, that it would cease carrying out certain obligations under the Conventional Armed Forces in Europe (CFE) Treaty with regard to Russia. This announcement in the CFE Treaty&#8217;s implementation group comes after the United States and NATO Allies have tried over the past 4 years to find a diplomatic solution following Russia&#8217;s decision in 2007 to cease implementation with respect to all other 29 CFE States. Since then, Russia has refused to accept inspections and ceased to provide information to other CFE Treaty parties on its military forces as required by the Treaty,&#8221; State Department spokeswoman Victoria Nuland said on Tuesday.</p>
<p align="LEFT">According to her, the USA does not refuse from the dialogue with Russia within the scope of the Treaty. However, Russia must get back to the institution of the CFE, the US diplomat added.</p>
<p align="LEFT">Nuland also said that the United States did not intend to tie the CFE with the missile defense talks.</p>
<p align="LEFT">The remarks from the US diplomat look like another attempt to turn everything up side down again. It is worth mentioning here that the first edition of the CFE Treaty was signed in 1990, during the existence of both NATO and the Warsaw Pact. The document stipulated a reduction of the number of tanks, armored vehicles, artillery (larger than 100 mm in caliber), combat planes and helicopters, as well as information exchange.</p>
<p align="LEFT">A renewed variant of the treaty was signed in 1999. The new edition reflected such changes in Europe as the dissolution of the Warsaw Pact and the expansion of NATO. However, only Russia, Belarus, Ukraine and Kazakhstan ratified the new treaty. Russia moved a big part of its arms behind the Ural mountains, but the Western countries did not even want to execute it. The expansion of the North Atlantic Alliance continued, and NATO neared Russian borders.</p>
<p align="LEFT">At the end of 2007, Vladimir Putin decided to suspend Russia&#8217;s participation in the CFE until the USA and its European allies ratified the renewed variant of the treaty. The Americans did not want to make any moves in that direction. Now they have decided not to inform Russia about the redeployment of its forces. This is obviously another violation of the treaty which the United States committed.</p>
<p align="LEFT">What consequences may Russia face as a result of the US decision? Pravda.Ru asked expert opinion from the director of the Center for Military Forecasts, Anatoly Tsyganok.</p>
<p align="LEFT">&#8220;<em>The USA will stop informing Russia about military redeployments. The Americans can technically send their troops to Latvia, Lithuania or Estonia, which did not sign the treaty. Will the Baltic states turn into an uncontrollable military center near Russia&#8217;s borders?&#8221;</em></p>
<p align="LEFT">&#8220;When Russia suspended its participation in the CFE Treaty, she had the right to say that some NATO&#8217;s newcomers, such as the Baltic states and Slovenia, had never signed the treaty. Now NATO eyes Poland, the Czech Republic, Hungary, Lithuania and all other former members of the Warsaw Pact.</p>
<p align="LEFT">&#8220;When they were deciding on the unification of Germany in 1990, Germany and France said in the appendix to the adequate agreement that NATO would not move beyond the Oder River (the river separates Germany and Poland &#8211; ed.). However, the West does not take this appendix into consideration. They only follow the agreement itself, which does not say a word about the non-expansion of the North Atlantic Alliance. It just so happens that the USA and its allies played a trick on Russia.</p>
<p align="LEFT">&#8220;<em>Why did it take the United States four years to decide not to inform Russia about military redeployments?&#8221;</em></p>
<p align="LEFT">&#8220;Apparently, it is connected with the situation in the Mediterranean Sea. One may assume that NATO will create a military group near Russia&#8217;s southern borders to strike Syria. They will most likely raise this issue at the NATO summit in December. They will try to analyze Syria&#8217;s actions in case NATO conducts a military operation against the country, like it already happened in Libya.&#8221;</p>
<p align="LEFT">&#8220;<em>Is Russia a big obstacle for conducting NATO&#8217;s operation against Syria? Does the USA have anything to conceal from us at this point?&#8221;</em></p>
<p align="LEFT">&#8220;Russia is an obstacle, yes. We have a naval base in Syria&#8217;s Tartus. The base is protected with air defense complexes, so the chances for aggression from NATO or Israel from the sea are slim. If they decide to attack, it will most likely happen from the side of Saudi Arabia. So the USA has something to conceal.</p>
<p align="LEFT">&#8220;There is another aspect to this. There are approximately 120,000 Russian citizens living in Syria. Presumably, it goes about Russian women, who married local men. Russia can use this detail to interfere into the events in Syria. In addition, 20 percent of the Russian defense complex will simply tip off the perch in case Russia loses the Syrian market. It is not ruled out that they are regrouping NATO forces to get ready for the war against Syria, and they don&#8217;t want to notify Russia of that.&#8221;</p>

<p>Operation Active Endeavour, for more than ten years, has successfully deterred and disrupted any possible terrorist activity. The combined sea and air operation forms part of “OAE” which is designed to safeguard the waters of the Mediterranean.</p>
<p>The Task Group commander, Turkish navy Rear Adm. Sinan Azmi Tosun said, “Whilst NATO maintains a continuous watch throughout the Mediterranean with a supporting network and sophisticated technology, from time to time; we concentrate our efforts to a specific area for an unpredictable period to deter and disrupt any possible terrorist or illegal activity. However, we are very well aware of the fact that none of these military efforts are solely sufficient to eradicate all the illegal activities in the region. The interaction and trust-building with the maritime community and their resultant support is still the key to the success of this operation.”</p>
<p>In order to achieve this goal, at every opportunity, OAE and associated support units conduct information approaches to fishing vessels in order to deliver durable goods such as first aid kits, tool sets and drinking bottles. During these friendly visits, the fishing vessels are provided with information on how to contact NATO should the need arise. In parallel with this course of action, TCG Orucreis sent her boarding party to deliver OAE materials to an Egyptian fishing vessel.</p>

Washington is underscoring its military option against Iran&#8217;s nuclear program, while Russia is demonstrating its resolve to prevent NATO attacking Syria after Libya and defending Bashar Assad&#8217;s regime. <p>Russia&#8217;s foreign minister Sergey Lavrov accused Western nations of &#8220;political provocation&#8221; by urging the Syrian opposition to refuse to negotiate a settlement with Assad.</p>
<p>Turkish Prime Minister Tayyip Erdogan, for his part, advised Assad: &#8220;You can only continue with tanks and guns to a certain point, the day will come when you will go.&#8221;</p>
<p>DEBKAfile&#8217;s military sources note that Russia and America adopted aggressive postures on Nov. 12, when two American carriers, the USS Bush and USS Stennis sailed through the Strait of Hormuz side by side and took up position opposite the Iranian coast.</p>
<p>That was also the day when a mysterious explosion at the Revolutionary Guards base near Tehran wiped out the entire leadership of Iran&#8217;s ballistic missile program.</p>
<p>Five days later, on Nov. 17, the Syrian news agency reported three Russian naval vessels on the Mediterranean were heading toward Syria.</p>
<p>Monday, Nov. 21, presidential sources in Damascus announced three warships had entered Syrian territorial waters outside Tartus port.</p>
<p>Those sources stressed the Russian ships would not anchor in the Syrian port, indicating that their mission was not just to show the flag for the Assad regime but was on operational duty along its coasts to resist any foreign intervention in Syria unrest.</p>
<p>Our military sources are watching to see whether the Russian flotilla targets the small craft transporting arms from Lebanon and Turkey to Syrian rebels fighting the regime. If so, Moscow would be able to present these strikes as actions against piracy which would fall under a UN Security Council resolution.</p>
<p>While Moscow and Damascus kept the identity of the Russian warships dark, Arab sources said at least two of them are equipped for gathering intelligence and electronic warfare.</p>
<p>As the Russian warships entered Syrian territorial waters, Canadian Defense Minister Peter McKay announced that in the light of the Syrian crisis, the Royal Canadian Navy would keep back in the Mediterranean until the end of 2012 certain vessels which took part in the Libyan campaign.</p>
<p>DEBKAfile&#8217;s military sources report he was referring to two frigates:</p>
<p>HMCS Vancouver will stay in the Mediterranean Sea until early next year,&#8221; he said, taking part in &#8220;locating, tracking, reporting (and) boarding vessels of interest suspected of international terrorism.&#8221; It would be relieved by HMCS Charlottetown until the end of 2012.</p>
<p>Defense Minister Mckay explained: &#8220;…a lot of dictators are on notice that this type of behavior isn&#8217;t going to be tolerated. How we go about it and what comes next is done on… an escalating scale before making any final decisions about intervention.&#8221;</p>
<p>The Canadian defense minister was the first prominent Western official to admit the possibility of Western military intervention in Syria.</p>
<p>Three more events affecting the fate of the Assad regime, Tehran&#8217;s closest ally, followed in quick succession Monday:</p>
<p>British Foreign Secretary William Hague received a delegation of the opposition Syrian National Council in London. Shortly before the interview the SNC published its plan for the transition of power from the Assad regime in Damascus, calling also for &#8220;international protection for Syrian civilians.&#8221;</p>
<p>In Syria itself, three buses carrying Turkish pilgrims home from Mecca were accosted by a Syrian checkpoint at Cizre near Homs. The passengers were ordered to disembark for their papers to be inspected. The Syrian soldiers then started shooting at them, injuring a passenger and one of the drivers.</p>
<p>This incident will not be treated lightly by the Erdogan government.</p>
<p>Until now, despite vocal threats, Ankara has not intervened directly in the nine-month Syrian uprising aside from arming and training rebels.</p>
<p>Also Monday, Jordan&#8217;s King Abdullah II paid a surprise visit to Ramallah for talks with the Palestinian Authority chairman Mahmoud Abbas. One of the items on his agenda was an attempt to find out where the Palestinian leader stands vis-à-vis the Arab Revolt, especially on the conflict in Syria.</p>

<p>Russia has been voicing support for Syria, which it says is currently going through a civil war.</p>
<p>The Western military alliance, NATO, has been making efforts to demonize the government of Syrian President Bashar al-Assad and his forces, while downplaying attacks by opposition forces.</p>
<p>Russian Prime Minister Vladimir Putin has also recently warned the West against any &#8216;Libya-style&#8217; military intervention in Syria.</p>
<p>Syria has been experiencing unrest since mid-March, with demonstrations being held both against and in support of Syrian President Assad.</p>
<p>According to the United Nations more than 3,000 people, including members of the security forces, have been killed in the turmoil.</p>
<p>The opposition and Western countries accuse Syrian security forces of being behind the killings in the country, but the government blames what it describes as outlaws, saboteurs and armed terrorist groups for the deadly violence, stressing that the unrest is being orchestrated from abroad.</p>

			<content:encoded><![CDATA[<p></p><p>A grim Federal Security Services (<a href="http://www.fsb.ru/">FSB</a>) report on Prime Minister Putin’s plan to meet China’s leader <a href="http://en.wikipedia.org/wiki/Hu_Jintao">Hu Jintao</a> [both pictured top photo left] in Beijing <a href="http://www.taiwannews.com.tw/etn/news_content.php?id=1721918">next week</a> warns that both Russian and Chinese military forces are being placed on their <em>‘highest alert’</em> in anticipation of a massive land invasion believed being planned by the United States of both the Middle East and Central Asia.</p>
<p>The plans for this <em>“Total Global War”</em> the Americans are preparing to launch were first revealed to China’s Ministry of State Security (<a href="http://zh.wikipedia.org/wiki/%E4%B8%AD%E5%8D%8E%E4%BA%BA%E6%B0%91%E5%85%B1%E5%92%8C%E5%9B%BD%E5%9B%BD%E5%AE%B6%E5%AE%89%E5%85%A8%E9%83%A8">MSS</a>) by the former Blackwater mercenary <a href="http://www.dailymail.co.uk/news/article-2043096/US-consulate-guard-Bryan-Underwood-accused-trying-pass-secrets-China.html">Bryan Underwood</a> who is currently being held by US authorities for spying and which we reported on in our 4 October report titled “<strong><a href="http://www.whatdoesitmean.com/index1524.htm">China Warns Russia Of Coming American “Great Event</a></strong>.”</p>
<p>Within hours of Putin’s reading of the coming US plans for Total Global War, this report says, he wrote a <a href="http://www.google.com/hostednews/afp/article/ALeqM5h0KgpWReQEViJPRvovnJlzTvuK2w?docId=CNG.959cb8156142d070031486c72c2a0fb8.641">rare article</a> in the Izvestia daily outlining a grand project to integrate post-Soviet states into closer cooperation, scheduled an emergency trip to China to meet with Hu, and ordered the FSB to notify China’s MSS of the arrest and detention of their spy <a href="http://www.guardian.co.uk/world/2011/oct/05/russia-arrests-chinese-translator-spying?newsfeed=true">Tun Sheniyun</a> who was captured last year for attempting to steal sensitive information on Russia’s most powerful anti-aircraft system.</p>
<p>As we had detailed in our <a href="http://www.whatdoesitmean.com/index1524.htm">previously mentioned report</a>, the “<strong><em><a href="http://en.wikipedia.org/wiki/The_New_Great_Game">New Great Game</a></em></strong>” moves being planned by the Americans that is striking fear into both Russiaand China includes:</p>
<p><em><a href="http://www.whatdoesitmean.com/index1524.htm">1.) The deliberate implosion of both the US and EU economies in order to destroy the Global Financial System that has been in place since the ending of World War II</a></em></p>
<p><em><a href="http://www.whatdoesitmean.com/index1524.htm">2.) The launching of a massive conventional war by the US and EU on the North American, African and Asian Continents to include the Middle East</a></em></p>
<p><em><a href="http://www.whatdoesitmean.com/index1524.htm">3.) During this all-out war the deliberate releasing of bio-warfare agents meant to kill off millions, if not billions, of innocent civilians</a></em></p>
<p><em><a href="http://www.whatdoesitmean.com/index1524.htm">4.) At the height of this war the US and its allies will sue for peace and call for a new global order to be established in order to prevent the total destruction of our planet.</a></em></p>
<p>This past week an unidentified source within the US Department of Defense (<a href="http://www.defense.gov/">DOD</a>) further warned that the Obama regime was preparing for a massive<em><a href="http://www.wnd.com/index.php?fa=PAGE.view&amp;pageId=351405">“tank-on-tank”</a> </em>war and that US military forces are <em><a href="http://www.wnd.com/index.php?fa=PAGE.view&amp;pageId=351405">“expecting something conventional, and big, coming down the pipe relatively soon.”</a></em></p>
<p>To how close this war may be the FSB in their report states that it will be <em>“much sooner than later”</em> as the Americans have pre-positioned in Iraq nearly 2,000 of their <a href="http://en.wikipedia.org/wiki/M1_Abrams">M1 Abrams</a> main battle tanks, have pre-positioned another 2,000 of them in Afghanistan, and between the Middle East and Asia have, likewise, put into these war theaters <a href="http://en.wikipedia.org/wiki/List_of_currently_active_United_States_military_land_vehicles">tens-of-thousands</a> of other typed armored vehicles.</p>
<p>The <em>“final piece”</em> for the activation of this massive armored force, standing poised like a dagger at the heart of both Asia and the Middle East, the FSB says, is the call for a <em>“<a href="http://en.wikipedia.org/wiki/Reserve_components_of_the_United_States_armed_forces">Full Mobilization</a>”</em> of over 1.5 million American reserve forces which can occur at <em>“at a moments notice”</em> as the US is currently at war and needs no further authorization from its Congress to expand their areas of operation.</p>
<p>Important to note about the American plan for global domination through massive warfare is that it is not really a secret, and as (curiously) revealed on the tenth anniversary of the 11 September attacks upon the United States when the US National Security Archive released a memo written by former US Defense Secretary Donald Rumsfeld in September 2001wherein he warned <em><a href="http://presstv.com/detail/202769.html">“If the war does not significantly change the world&#8217;s political map, the US will not achieve its aim.”</a></em></p>
<p>To what the <em>“aim”</em> of the United States is as their war against the world has now entered its 10<sup>th</sup> year, the FSB says, is to prevent <em>“at all costs”</em> the implosion of the US Dollar as the main reserve currency of the present global economic system before the West’s envisioned “<strong><em>New World Order</em></strong>” can be established.</p>
<p>The first threat to the Americans <em>“master plan”</em> for global hegemony came in November 2000 when the former Iraqi leader Saddam Hussein <a href="http://www.time.com/time/magazine/article/0,9171,998512,00.html">quit accepting US Dollars</a> for oil and, instead, stated his country would only accept Euros.  In less than 10 months the US was attacked and used that as an excuse to topple Hussein and reestablish the US Dollar as the world’s main reserve currency.</p>
<p>Interesting to note is the failure of Libya’s former leader Gaddafi’s plan to <a href="http://www.goldstockbull.com/articles/libya-invasion-gaddafi-plan-gold-dinar/">introduce the gold dinar</a>, a single African currency that would serve as an alternative to the US Dollar and allow African nations to share the wealth, but which like Iraq’s Hussein <em>“plan”</em> brought a swift and brutal invasion by the Americans and their Western allies to keep it from happening.</p>
<p>The only nation that has successfully abandoned the US Dollar is Iran, who since <a href="http://www.cbsnews.com/stories/2008/04/30/business/main4057490.shtml">February 2009</a> abandoned all American currency opting instead to value their oil and gas in Euros. Iran, however, and unlike oil rich Iraq and Libya, has not been attacked due to the Iranians having acquired from Ukraine <a href="http://www.msnbc.msn.com/id/7349303/ns/world_news/t/ukraine-leader-confirms-missile-sales-iran/">between 6-10 nuclear armed X-55 missiles</a> (range of 3,000km [2,000 miles]) in 2005. [<strong>Note:</strong> Former UkrainePresident Viktor Yushchenko <a href="http://www.msnbc.msn.com/id/7349303/ns/world_news/t/ukraine-leader-confirms-missile-sales-iran/">stated</a> that the missiles sold to Iran did not contain their nuclear tips, a statement disputed by the FSB who states they were armed and <em>“ready to fire.”</em>]</p>
<p>This FSB report further states that both Putin and Hu were <em>“enraged”</em> by the deception of the West in regards to Libya, who after being given <em>“absolute assurances”</em> by the Obama regime that they weren’t planning an invasion, broke their word and did it anyway.</p>
<p>Russian and China, in turn, stopped the West’s plan for another war this week by <a href="http://www.breitbart.com/article.php?id=TX-PAR-LDJ99&amp;show_article=1">their vetoing</a> the US-backed plan in the United Nations Security Council to turn Syria into another Libya. So angry did the Americans become that their furious UN envoy Susan Rice <a href="http://www.dailymail.co.uk/news/article-2045442/US-envoy-Susan-Rice-storms-Russia-China-veto-UN-resolution.html?ito=feeds-newsxml">stormed out of the meeting</a> after the West didn’t get what it wanted.</p>
<p>Even worse for the West’s war plan against Syria was its President warning this week that if his nation was attacked by NATO he would cause to be fired <a href="http://www.ynetnews.com/articles/0,7340,L-4131259,00.html">hundreds of missiles</a> into Israel’s most populated city of Tel Aviv within six hours, which would, of course, bring about a catastrophic nuclear response.</p>
<p>And in a preemptory move to counter the planned American blitzkrieg into Central Asia and Pakistan from Afghanistan, Indian Army Chief General VK Singh <a href="http://economictimes.indiatimes.com/news/politics/nation/chinese-troops-in-pakistan-occupied-kashmir-gen-vk-singh/articleshow/10250169.cms">warned</a> yesterday that thousands of Chinese military forces have now moved into Pakistan-occupied-Kashmir joining an estimated 11,000 more of them believed to have entered that region in the past year.</p>
<p>To the coming deliberate implosion by the US of the global economy, the FSB further says in their report, it now appears <em>“certain”</em> after a <a href="http://www.moneynews.com/StreetTalk/Ex-BushAdviserGermanyPrintsOldCurrencyinCaseEuroDitched/2011/10/04/id/413225#ixzz1Zqpe4umZ">new report</a> emerged this past from Philippa Malmgren, a former economics adviser to President George W. Bush, stating that Germany was preparing to abandon the Euro and has ordered the printing of Deutsche Marks to replace it.</p>
<p>Most frightening of everything in this FSB report, however, is the reply Putin gave to Russia’s top generals yesterday when asked what preparations should be made and he answered…. <em>“Prepare for Armageddon.”</em></p>
