Martial law is the imposition of military rule by military authorities over designated regions on an emergency basis—usually only temporary—when the civilian government or civilian authorities fail to function effectively (e.g., maintain order and security, and provide essential services), when there are extensive riots and protests, or when the disobedience of the law becomes widespread. In most cases, military forces are deployed to quiet the crowds, to secure government buildings and key or sensitive locations, and to maintain order

So why would they have a RULE called MARTIAL LAW in the bill?

CBS News - Michigan lawmakers are on the verge of approving a bill that would enable the governor to appoint “emergency managers” — officials with unilateral power to make sweeping changes to cities facing financial troubles.

Under the legislation, the Michigan Messenger reports, the governor could declare a “financial emergency” in towns or school districts. He could then appoint a manager to fire local elected officials, break contracts, seize and sell assets, eliminate services – and even eliminate whole cities or school districts without any public input.

The measure passed in the state Senate this week; the House passed its own version earlier. The two versions of the bill are expected to be reconciled next week, and Republican Gov. Rick Snyder has said he will sign the bill the bill into law.

Democrats and their allies are decrying the legislation as a power grab and say it’s part of a wider effort taking place in several states, such as Wisconsin, to weaken labor unions.

“It takes every decision in a city or school district and puts it in the hands of the manager, from when the streets get plowed to who plows them and how much they are paid,” said Mark Gaffney, president of the Michigan State AFL-CIO. “This is a takeover by the right wing and it’s an assault on democracy like I’ve never seen.”

U.S. Rep. John Conyers, a Democrat who represents Detroit, said in a statement that in a given city, the governor’s new “financial czar” could “force a municipality into bankruptcy, a power that will surely be used to extract further concessions from hardworking public sector workers.”

He said the legislation raises “serious constitutional concerns.” On top of that, he said, allowing an “emergency manager” to dissolve locally elected bodies “implicitly targets minority communities that are disproportionately impacted by the economic downturn, without providing meaningful support for improved economic opportunity.”

Republican state Sen. Jack Brandenburg said several urban areas of the state, especially Detroit, are in “bad shape” and require “financial martial law,” the Daily Tribune reports.

The emergency manager, he said, “has to have the backbone, he has to have the power, to null and void a contract.” In response to concerns that local leaders will have to cede control, Brandenburg said, “I’ll tell you what, I think that in a lot of these places there is no control.”

An emergency manager would only be put in place if several other steps to save a city’s finances failed, and Snyder has said in recent weeks that removing elected officials or breaking contracts would be a last resort for an emergency manager. In addition, the legislature would have the power to remove an emergency manager.

As the “emergency manager” bill nears final passage, state lawmakers are also considering Snyder’s proposed budget, which would cut spending on schools, universities, prisons and communities, according to the Detroit Free Press.

Snyder has also proposed eliminating $1.7 billion in tax breaks for individuals while cutting $1.8 billion in taxes for businesses to spur job growth. Much of the $1.7 billion in new tax revenue would be “coming from retirees, senior citizens and the working poor,” the Free Press wrote in an editorial.

The world is out of control and political leaders have become possessed maniacs with the majority of them just desperate to press that “red button” to liberate themselves from their psychosis. All the while the population is split between equally psychotic maniacs preaching the return of Jesus Christ from the sky [conveniently accompanied by 12,000 angels to protect him] or some other fairy tale Apocalypse, while there are those who are passively consumed with consumption and sinful pleasures last seen from the times of Soddom and Gomorra. The remaining minority passionately fighting for Paradise remain nothing more than a cold drop of water on a semi-molten volcanic rock.

It is self-evident that sooner or later all these developments will lead to World War III given that even the most genuine of solutions is rejected with faecal resistance. All it takes is a bit too much here and a bit too much there and oops that’s it you have SHTF…

10 Days to World War III

DAY 1: The Hariri Tribunal declares Hezbollah linked individuals responsible for the assassination of former Prime Minister Rafik Hariri. Hezbollah goes rogue, takes over the capital of Lebanon. Semi-civil war breaks out. The US and Israel go in for the kill with a five-day bombing raid using bombs packed with over 1,000,000 tonnes of explosives.

DAY 2: Palestinians overthrow their leaders both in the West Bank and Gaza inspired by their Muslim brothers across the Arab world. Hundreds of thousands march towards Israeli settlements with knives, forks, shovels, sticks and stones. A bloody massacre ensues. Their Muslim brothers explode in rage and all over the Arab world both young and old head for the “promised land”; sticks and stones in hand.

DAY 3: The African continent struggling to cope with hunger and poverty comes to the realization that it is now or never. They either take back their land and chase out the colonial powers, influences and mindsets or they will forever remain prisoners of their past. An uprising never before seen in the history of mankind takes over the African continent. Bloodshed doesn’t begin to define the events.

DAY 4: European mummy-boys and daddy’s girls all shit their pants as they wake up to world events. Fear, chaos, violence and complete hysteria breaks out and wannabe-Che-Guevara’s sprout up to lead the anarchy like youth. In desperation the political leadership and financial elite of Europe’s biggest countries decide to clampdown with brutal military force imposed under martial law.

DAY 5: North Korea unleashes 1,000,000 soldiers onto the South while Seoul reacts with strategic missiles pulverizing Pyongyang and all surrounding military and civil installations. Dozens of other global “hotspots” such as the Korean Peninsula explode in military conflict.

DAY 6: China begins to feel the heat, deciding to clamp down on regional conflicts sending Taiwan and Japan into the Abyss with 3-days of 24-hour bombing raids and a military deployment of 300,000 troops into North Korea as backup for Kim-Il-Jong’s regime.

DAY 7: As the Middle East is gripped by near total chaos with savage clashes between Muslims, Christians and Jews, the US decides to deploy nuclear bombers to Iran with the intention of crippling what it defines as the root of its problems against its previous dominance and control in the Middle East.

DAY 8: As the first few strategic nukes detonate on Iranian soil, Russian President Dmitry Medvedev gives green light for the first ten intercontinental ballistic missiles armed with nuclear warheads and biological “bonuses” to head for US soil.

DAY 9: Ten US cities evaporate in nuclear Apocalypse pushing the remaining 272,000,000 Americans towards psychotic rage. Every single US citizen finds someone or something else to point the finger at. Political leaders across the “Land of the Free” seize the opportunity to declare independence bringing the North American continent to full blown civil-war.

DAY 10: US President Barack Obama decides to respond with triple nuclear force wiping Moscow and St. Petersburg off the Russian map. The Americans shut down the internet and the Zionist controlled elite orders its global media empire to stop reporting on world events. China, Russia and the US mull over their next move. As the clock strikes midnight, the globe is engulfed in what will forever be the moment that the world nations declared World War III.

London’s top police officer says he is considering banning student marches in the wake of violent flare-ups at protests opposing a massive increase in university tuition fees.

The move has prompted some observers to declare that Britain may be headed towards “martial law” as police push back against angry youth who find they can no longer afford an education, at a time when jobs openings are rare.

Speaking about a possible ban on marches, Metropolitan Police Commissioner Sir Paul Stephenson said “it is one of the tactics we will look at and something we will keep under review, and if we think it is the right thing to do then we will do it.”

Food Safety Bill S. 510

Just wanted to pass along important information about Bill S. 510 and how it could affect our rights to grow our own food. The U.S. Senate last week voted 74-25 to move to consideration of this bill. If passed be prepared for the “garden police” in a garden near you.

This is was what Dr. Shiv Chopra, Canada Health whistle blower, had to say about Bill S. 510, “If accepted [S 510] would preclude the public’s right to grow, own, trade, transport, share, feed and eat each and every food that nature makes.

It will become the most offensive authority against the cultivation, trade and consumption of food and agricultural products of one’s choice.

It will be unconstitutional and contrary to natural law or, if you like, the will of God.”

From economiccollapseblog.com comes the 12 reasons why S. 510 is the bill from Hell:

#1 All food production facilities in the United States will be required to register with the U.S. government. No food will be allowed to be grown, distributed or sold outside this bureaucratic framework unless the FDA allows it.

#2 Any food that is distributed or sold outside of U.S. government control will be considered illegal smuggling.

#3 The FDA will hire an army of new inspectors to enforce all of the new provisions in the bill.

#4 The FDA will be mandated to conduct much more frequent inspections of food processing facilities.

#5 The fees and paperwork requirements will be ruinously expensive for small food producers and organic farms.

#6 S. 510 would place all U.S. food and all U.S. farms under the Department of Homeland Security in the event of a major “contamination” or an “emergency”. What exactly would constitute a “contamination” or an “emergency” is anyone’s guess.

#7 S. 510 mandates that the FDA facilitate harmonization of American food laws with Codex Alimentarius.

#8 S. 510 imposes an annual registration fee on any facility that holds, processes, or manufactures food. It also includes draconian fines for paperwork infractions of up to $500,000 for a single offense. Just one penalty like that would drive a small food producer out of business.

#9 S. 510 would give the FDA tremendous discretion to regulate how crops are grown and how food is produced in the United States. Basically, small farmers and organic farmers will now be forced to farm exactly how the federal government tells them to. It is feared that the U.S. government would soon declare that many organic farming methods are “unsafe” and would outlaw them. In addition, there is the very real possibility that at some point the U.S. government could decide that the only “safe” seed for a particular crop is genetically modified seed and would require all farmers to use it.

#10 S. 510 will give the FDA the power to impose a quarantine on a specific geographic area. Basically the FDA would have the power to stop the movement of all food in an area where a “contamination” has been identified. This would be very close to being able to declare martial law.

#11 S. 510 will give the FDA the power to conduct warrant less searches of the business records of small food producers and organic farmers, even if there has been no evidence at all that a law has been broken.

#12 Opponents of S. 510 believe that it would eliminate the right to clean and store seed. Therefore, control of the U.S. seed supply would be further centralized in the hands of Monsanto and other multinational corporations.

As mentioned above, this bill gives the FDA a ton of discretion. It is written very broadly and very vaguely. It opens the door for all kinds of abuses, but that doesn’t mean that the FDA will behave unreasonably.

So should we trust the FDA?

Is there a viable future for small food producers and organic farmers in America?

Or is the handwriting already on the wall?

The U.S. Senators, after behind the scenes negotiations and 30 hours of debate, released their final Manager’s Amendment last week that included a compromise version of the Tester-Hagan amendment. Even with this the issue is still not over.

The final vote on Bill S.510 is to take place on Monday, November 29.

MARTIAL LAW ALERT: Banking Collapse Scenarios Fall/Winter 2010

SoCal Martial Law Alerts (SCMLA) has been in existence for almost 2 years now and this is our 2nd MARTIAL LAW ALERT.

As with our first MARTIAL LAW ALERT, we have held back our assessment of the financial collapse currently underway until we could gather enough information. Since our focus is martial law, we always look at current events with an eye toward assessing the conditions that would be necessary for the President and/or the military to implement martial law. And, since we try to stay at least one step ahead of the game in order to warn people, such assessments must, of necessity, be speculative in nature. Nothing stated herein is guaranteed to happen. The purpose of these alerts is to get people thinking outside the mainstream-media box so that they might be better prepared to meet any eventuality (and this includes being prepared: mentally, emotionally, spiritually and physically — and being prepared physically includes being prepared financially).

THE SITUATION:

As the price of gold reaches new heights (over $1300 per ounce) and silver climbs to over $23 per ounce, the financial situation in America is dire, to say the least. Continuously rising rates of unemployment, increased government spending and the collapse of the real estate markets are all converging into one perfectly-directed/perfectly-designed collapse of, not only our economy, but the greater global economy as well. While major financial players such as Goldman Sachs and JP Morgan continue to have record profits, the middle class has disappeared from the American financial landscape. Major financial leaders such as Federal Reserve Chairman, Ben Bernanke, have openly admitted that our country’s financial system is in deep trouble and even Europe is having more banker bailouts. Meanwhile, the American media constantly hypes a possible terror attack in America and other countries in Europe.

If another major terror attack such as 9/11 occurs, trends forecaster Gerald Celente has stated that the event would bring the banking system to a complete halt, which would then result in a “bank holiday.” And Celente is not alone. For over a year, many others have warned of an upcoming bank holiday. With our economy already in free fall, it would not take much of a national and/or worldwide terror event to completely crash our (fiat) dollar-based system in a very short period of time. Upon the crash of the dollar, more bank holidays could be declared and oppressive emergency banking powers could go into effect (see: Emergency Banking Act of 1933). These include severely limiting consumer withdrawals and a recall of physical gold holdings. Taking Presidential Defense Directive #51 into account (PDD-51), even a major stock-market crash could trigger this scenario. And once PDD-51 is invoked, then martial law could be fully implemented.

Another way the collapse of the banking system could lead to martial law is through cyber attacks.

This possibility has been particularly troubling to us, since, earlier this year, CNN aired a staged (i.e. fake) “cyber terror” attack complete with fake news reports being fielded by Michael Chertoff and other Washington insiders. Their premise was that the American power grid had been taken down by hacker/terrorists via cyber attack. Since the airing of that fake news program, alternative news agencies such as Infowars and others have made the point that such an attack is impossible for the average hacker, because the power grid is on a completely separate network from the Internet. In the meantime, threats against our power grid have been highlighted in other (suspect) ways, such as the Russians who were recently found trying to break into a Georgia power plant.

While the media continues to hype the threat of cyber terror against our power grid, others have looked into the perhaps more frightening prospect of a cyber attack on our banking system, which relies heavily upon computer networks as well as the Internet. Such an attack has already occurred both in America (over the July 4th holiday in 2009), as well as abroad (in South Korea, Estonia, India, and Canada). In fact, in February 2010, the American financial services industry actually participated in a cyber attack exercise to test the readiness of the financial system, so there’s no way they can deny that they’ve actually considered the possibility of such an attack. If such an attack did occur, whole sections of the banking system would most likely go offline (as many believe happened to Bank of America earlier this year), or, worse, massive amounts of account data could be compromised, or lost altogether.

The possible result?

Imagine being unable to access your checking account, your 401K, or, even worse, having your bank balance go to zero and, in the resulting chaos, being left with no way to prove the amount that should be in your account. After all, these days, all your sensitive banking data is stored in computer databases and, in the midst of a “cyber crisis,” many (or all) recent transactions could be lost (or the banks could claim such). In such a scenario, the only real proof of funds would be whatever cash a consumer happened to have on hand.

Many analysts such as Gerald Celente and Max Kaiser have been warning people about keeping their money in banks. As America’s financial situation continues to deteriorate, a false-flag cyber attack would be a clever way to disguise the inevitable and blame the collapse on something (or someone) else. Also, with the nation’s financial data compromised and/or missing altogether, it would conveniently force a “reset” of the banking system back to zero. Amidst the chaos of people trying to function with little-to-no cash while at the same time clamoring for a solution, the government could easily roll out aration-card system much like the one Venezuela currently has, and/or a combination identification/debit card like Malaysia’s. In addition, possible food and/or water riots could also create the perfect pretense for martial law.

In conclusion: A cyber attack that took out either the banking, or the power grid system would undoubtedly cause much turmoil. A cyber attack that took out both would be devastating. Either one would pave the road to martial law.

OUR RECOMMENDATION:

If you have money in a bank, consider getting it out. (Digital dollars are not durable, nor dependable!) Keeping enough cash as needed for survival is always wise, but consider putting all other assets into precious metals and/or necessary goods in order make the transition into the next new currency (whatever that might be). If you do not already have storable food, water and defensive weaponry, now would be a good time to acquire these items. Consider liquidating all paper assets including retirement accounts, stocks, bonds and mutual funds, since, at this point, it wouldn’t take much to send the value of all these items to zero. Begin, if you have not already, to be more self-sustaining, whether through gardening, or bartering with other like-minded individuals, etc. Now is the time to introduce yourself to your neighbors before the power (and possibly other services) go out. Know who you can trust and who you can’t.

MARTIAL LAW ALERT: Gulf Coast Evacuation Scenario Summer/Fall 2010

Due to toxic gases from the fractured oil well in the Gulf of Mexico, the possible off-gassing of the highly-toxic Corexit 9500 (the chemical dispersant used by BP in the oil spill clean-up), acid rain and various as-yet-unknown forms of environmental damage, we believe that the government will have no choice but to relocate millions of people away from the Gulf Coast. Those living in Florida are presently at the highest risk, but the danger also appears likely to spread to all Gulf Coast states east of Louisiana and possibly even to the entire Eastern half of the United States once hurricane season begins.

If you live, or if you know people who live on, or within 200 miles of the Gulf Coast area, we recommend that they immediately relocate to at least 200 miles inland (i.e. the farther away, the better). If people living within this 200-mile zone do not relocate voluntarily (i.e. on their own initiative), it appears likely that a forced evacuation through a martial-law scenario may occur within the coming weeks and (possibly) months.

Our country has been in a state of national emergency since September 11, 2001, which means that martial law (i.e. military rule) can be declared by the President at any time, for any reason – large, or small. If martial law is implemented, evacuees will lose their ability to determine when and where they will move and for how long, since the normal protections of the Constitution and the Bill of Rights will have been suspended. To put it bluntly, a scenario in which evacuees are forced to live in relocation centers for an unspecified length of time is not unlikely. Source

California Notified of Gulf Evacuation Plans

Wayne Madsen, the investigative reporter, has a new for-subscribers report out. He says that CEMA — the state of California’s version of FEMA — has been alerted by its counterparts in the Gulf coast on mass evacuation plans.

Gulf state emergency preparedness agencies confirm mass evacuation plans

A well-placed source in California told WMR that the California Emergency Management Agency (CEMA) has been briefed by its counterpart agencies in the Gulf coast states that there are plans to conduct a mass evacuation of millions of Gulf coast residents due to the catastrophic environmental and public health effects of the BP oil disaster.

CEMA officials have been briefed on the planned evacuations by counterparts in the Louisiana Governor’s Office of Homeland Security and Emergency Preparedness, the Alabama Emergency Management Agency, the Mississippi Emergency Management Agency, and the Florida Division of Emergency Management.

The Gulf states’ emergency planners stressed to their California counterparts that they are dealing with a disaster of unprecedented proportions and that contingency plans are being constantly updated and revised on ways to deal with the transformation of the Gulf of Mexico into a deadly “toxic soup” of oil and Corexit 9500 oil dispersants and the atmosphere into a dangerous mixture of hydrocarbon gases.

CEMA was briefed on the impending mass evacuation since California would be expected to absorb a large number of evacuees from the Gulf states. CEMA officials did not say how the state of California, which is virtually bankrupt, would pay for the influx of hundreds of thousands and perhaps greater numbers of evacuees from the Gulf coastal region.

Reports circulating in the Kremlin today are stating that a US government contracted airplane piloted by American CIA agents and carrying a cargo of a ‘mutated’ swine flu virus intended for aerial spraying was shot down [photo top left] at China’s Shanghai Pudong airport by a saboteur team of what are believed to be Israeli Mossad soldiers seeking to prevent an American attack upon one of their Central Asian bases located in the Central Asian Nation of Kyrgyzstan.

According to Chinese media reports on this incident the stricken Zimbabwean MD-ll plane, owned by the CIA linked Avient Aviation company operated by a former British military officer named Andrew Smith and registered in the UK, killed 3 American CIA agents and injured 4 other personal who are reported to be from United States, Indonesia, Belgium and Zimbabwe.

Most interesting to note in these reports on the victims of this plane shootdown is that the Indonesian man currently being treated for his injuries has ‘confessed’ to Chinese secret police forces that he is a technician employed by the United States Navy at their mysterious Naval Medical Research Unit No. 2 (NAMRU-2) located in Indonesia that Indonesian Defense Minister Juwono Sudarsono had previously called for the closing of “because its operations were too secretive and were incompatible with Indonesia’s security interests.”

Even more interesting to note about this US Navy secret bio-weapons base in Indonesia (the World’s largest Muslim Nation) was its establishment in cooperation with the Rockefeller Institute, especially with it being the main center for the Americans Viral Diseases Program (VDP) they describe as the research of “epidemiologic and laboratory research on viral hemorrhagic fevers, influenza, encephalitis, and rickettsioses” and the head of this institute, David Rockefeller, long calling for a massive reduction in our World’s population.

And to the agenda currently underway to radically change our World through the mass death of its population we need look no further for its explanation than David Rockefeller’s own words he spoke before the secretive Trilateral Commission in June, 1991, when he said:

“We are grateful to The Washington Post, The New York Times, Time Magazine and other great publications whose directors have attended our meetings and respected their promises of discretion for almost forty years. It would have been impossible for us to develop our plan for the world if we had been subject to the bright lights of publicity during those years. But, the work is now much more sophisticated and prepared to march towards a world government. The supranational sovereignty of an intellectual elite and world bankers is surely preferable to the national auto determination practiced in past centuries.”

To the United States employing planes to spread a mutated swine flu virus around the World we have further reports from China, and as we can read:

“June 26 Suspicious aircrafts were forced to land. A US operated AN-124 changed its call sign from civillian to military which then triggered a response from the IAF upon entering Pakistani air space, the plane was forced to land in Mumbai while the second one was forced down by Nigerian figther jets that also arrested the crew.

According to reports China (China’s People’s Liberation Army Air Force) contacted the Indian and Nigerian intelligence officials about the presence of these US operated Ukranian aircrafts amidst growing concern that the United States were spreading “biological agents” in the Earth’s atmosphere also which some Chinese officals believed to be a attempt to mass genocide via the spread of h1n1 swine flu.

The strange thing about these reports and arrests as well as the forcing down of the planes were that these aircrafts were carrying “waste disposal” systems that could spray up to 45000kg or 100pounds of aerial type mist from sophisticated network of nano pipes that led throughout the trailing edges of the wings thereby dispersing whatever was in these tanks through a mist.”

Reports of these US planes over Ukraine have been reported as well, and as we can further read:

“Authorities in the town of Kiev, Ukraine denied any spraying of “aerosolized medication” by aircraft over the city. This after it was reported that light aircrafts were seen flying over the forest market area that sprayed a aerosol substance to fight h1n1 or swine flu.

5 Sources confirms this and the local newspapers of Kiev also received hundreds of phone calls from residents and business owners close to the area the planes were spraying the suspicious substance. Not only that but local businesses and retailers were “advised” to stay indoors during the day by the local authorities.

As if that is not enough, the government authorities also pushed the radio stations in Kiev to deny the reports. Online on forums, websites and blogs reports came in about eye witness accounts that confirms this. There was also reports of helicopters spraying aerosols over Kiev, Lviv, Ternopil and throughout Ukraine.”

Most disturbing of the effects of the spraying of this mutated swine flu virus over the Ukraine is the devastating toll it has taken on the people of that country, and as we can read:

“Almost 40 000 people got infected since yesterday in the Ukraine by what we still call the “Ukraine plague” but doctors have said recently that this is a stronger case of h1n1 or swine flu that has mutated and has that affect on the lungs where it destroys the lungs and fills it with blood.”

But, to the most horrible outcome of this mutated swine flu virus is the World Health Organization now reporting that it is killing people in France, Norway, Brazil, China, Japan, Mexico, Ukraine, and the United States as the death toll from this Global Pandemic is now reported to be nearing 8,000 and China now reporting that this deadly disease has now crossed over into dogs.

Important to also note in these reports is that the US spray plane shot down in China was reported to be targeting a secret Israeli base located in the Central Asian Nation of Kyrgyzstan, which many Ashkenazi Jews (Ashkenazi Jews make up approximately 80% of Jews Worldwide) consider their ‘spiritual homeland’ after their long exile their under Soviet Communist rule, and where Russian Intelligence Analysts report the Israelis are nearing the end of their decades long deciphering of the ancient Epic of Manas manuscript (with close to half a million lines the Epic of Manas is twenty times longer than Homer’s Odyssey and Iliad combined) that they believe contains our World’s oldest warning to our present age and which (coincidentally?) agrees with the ancient Mayan peoples that the year of 2012 will see the ending of our present age.

To the final outcome of these events it is not in our knowing; other than to state the obvious, that the truths of these things are continued to be ignored, even scoffed at, by the very people whose extermination has been longed planned by these monsters and is now being carried out, and who still have no idea whatsoever how truly easy it has become for them to be controlled by their propaganda masters.

One can only hope that they awaken before all is lost for them, the facts suggest they won’t.

Nov. 23 (Bloomberg) — Swine flu deaths have doubled almost every two weeks since mid October in Europe, with 169 occurring in the past week, the European Center for Disease Control and Prevention said.

Across the region, 670 people infected with the new H1N1 influenza strain have died, the Stockholm-based ECDC said today in a report on its Web site. Cases are being reported in all European Union and European Free Trade Association countries.

“While the most deaths have to date been in Western Europe, there are increasing numbers of deaths being reported from Central and Eastern Europe,” the ECDC said in its daily report.
