<p>Imagine for a moment that somewhere in the middle of Texas there was a large foreign military base, say Chinese or Russian. Imagine that thousands of armed foreign troops were constantly patrolling American streets in military vehicles. Imagine they were here under the auspices of &#8220;keeping us safe&#8221; or &#8220;promoting democracy&#8221; or &#8220;protecting their strategic interests.&#8221;</p>
<p>Imagine that they operated outside of US law, and that the Constitution did not apply to them. Imagine that every now and then they made mistakes or acted on bad information and accidentally killed or terrorized innocent Americans, including women and children, most of the time with little to no repercussions or consequences. Imagine that they set up checkpoints on our soil and routinely searched and ransacked entire neighborhoods of homes. Imagine if Americans were fearful of these foreign troops, and overwhelmingly thought America would be better off without their presence.</p>
<p>Imagine if some Americans were so angry about them being in Texas that they actually joined together to fight them off, in defense of our soil and sovereignty, because leadership in government refused or were unable to do so. Imagine that those Americans were labeled terrorists or insurgents for their defensive actions, and routinely killed, or captured and tortured by the foreign troops on our land. Imagine that the occupiers&#8217; attitude was that if they just killed enough Americans, the resistance would stop, but instead, for every American killed, ten more would take up arms against them, resulting in perpetual bloodshed. Imagine if most of the citizens of the foreign land also wanted these troops to return home. Imagine if they elected a leader who promised to bring them home and put an end to this horror.</p>
<p>Imagine if that leader changed his mind once he took office.</p>
<p>The reality is that our military presence on foreign soil is as offensive to the people that live there as armed Chinese troops would be if they were stationed in Texas. We would not stand for it here, but we have had a globe-straddling empire and a very intrusive foreign policy for decades that incites a lot of hatred and resentment towards us.</p>
<p>According to our own CIA, our meddling in the Middle East was the prime motivation for the horrific attacks on 9/11. But instead of re-evaluating our foreign policy, we have simply escalated it. We had a right to go after those responsible for 9/11, to be sure, but why do so many Americans feel as if we have a right to a military presence in some 160 countries when we wouldn&#8217;t stand for even one foreign base on our soil, for any reason? These are not embassies, mind you, these are military installations. The new administration is not materially changing anything about this. Shuffling troops around and playing with semantics does not accomplish the goals of the American people, who simply want our men and women to come home. 50,000 troops left behind in Iraq is not conducive to peace any more than 50,000 Russian soldiers would be in the United States.</p>
<p>Shutting down military bases and ceasing to deal with other nations with threats and violence is not isolationism. It is the opposite. Opening ourselves up to friendship, honest trade and diplomacy is the foreign policy of peace and prosperity. It is the only foreign policy that will not bankrupt us in short order, as our current actions most definitely will. I share the disappointment of the American people in the foreign policy rhetoric coming from the administration. The sad thing is, our foreign policy WILL change eventually, as Rome&#8217;s did, when all budgetary and monetary tricks to fund it are exhausted.</p>

			<content:encoded><![CDATA[<p></p><p><a href="http://www.businessinsider.com/blackboard/deutsche-bank">Deutsche Bank</a> analyst Alan Cloete argues the <strong>renminbi is expected to become a major reserve currency in the next decade, </strong>a move that could see the greenback&#8217;s share of global reserve currencies fall from about 60% now, to 50% by 2020.</p>
<p>Cloete notes that Berkeley economist <a href="http://www.businessinsider.com/blackboard/barry-eichengreen">Barry Eichengreen</a> has said that the renminbi could account for 15% of global currency reserve holdings within ten years.</p>
<p>Cloete elaborates:</p>
<p>&#8220;Demand for RMB is bound to accelerate, given China’s commitment to liberalize its capital and current account by the end of 2015.</p>
<p>Hardly a month goes by without the People’s Bank of China further loosening the restrictions on onshore RMB trade settlements for foreign investors and customers. For instance, since August 2011 foreign businesses have been able to settle contracts in RMB in any province in China, a relaxation of the rules that would have been unimaginable even two years ago.<strong></strong><strong>&#8221;<br />
</strong></p>
<p>In September, Chile&#8217;s central bank said 0.3% of its international reserves were held in renminbi. We previously wrote about major oil player <a href="http://www.businessinsider.com/nigeria-introduces-yuan-into-into-forex-reserves-2011-9">Nigeria&#8217;s plan to diversify 5% &#8211; 10%</a> of its foreign exchange reserves to include the yuan.</p>
<p>The yuan may also become more easily accessible for foreign investors.  Hong Kong already operates as an offshore yuan trading market, and China is looking to start another in London, while Singapore has expressed its interest as well. And of course, there&#8217;s been all that chatter about the <a href="http://www.businessinsider.com/china-yuan-convertability-2011-9">yuan becoming fully convertible</a> as early as 2015.</p>
<p>Cloete also adds that a few years from now, the Hong Kong dollar could eventually merge with the renminbi as well.</p>

<p>The Bloomberg News Service <a href="http://www.bloomberg.com/news/2011-03-07/wheat-planting-falls-to-four-year-low-in-russia-as-export-ban-hits-farmers.html">further warns</a> about this report that this absence of Russian supplies comes as the US says Global grain inventories will drop 13% this year and have led to riots that has toppled leaders in Tunisia and Egypt and more governments around the World have starting hoarding food.</p>
<p>This dire news comes at the same time the Wall Street Journal News Service is <a href="http://online.wsj.com/article/SB10001424052748703867704576182922704152088.html?mod=googlenews_wsj">warning</a> that our World is now consuming more grain then it is producing and London’s Telegraph News Service is <a href="http://www.telegraph.co.uk/earth/8359076/US-farmers-fear-the-return-of-the-Dust-Bowl.html">warning</a> that American farmers are now fearing a return of the apocalyptic 1930’s <a href="http://en.wikipedia.org/wiki/Dust_Bowl">Dust Bowl</a> as the <a href="http://en.wikipedia.org/wiki/Ogallala_Aquifer">Ogallala Aquifer</a>, the World’s largest underground body of fresh water, begins to run dry.</p>
<p>Even more ominous in this report is its stating that a Global Resource War has now begun between the East and West, with the Middle East being the “<em>first battleground</em>”, specifically the vast oil and water resources belonging to Libya.</p>
<p>The distinguished American Professor and <a href="http://en.wikipedia.org/wiki/Human_Rights_Watch">Human Rights Watch</a> board member <a href="http://en.wikipedia.org/wiki/Michael_Klare">Michael T. Klare</a> first coined the term <em>“resource wars”</em> in his 2001 book “<strong><a href="http://www.amazon.com/Resource-Wars-Landscape-Conflict-Introduction/dp/0805055762">Resource Wars: The New Landscape of Global Conflict</a></strong>” wherein he warned that our World was on the cusp of a century of warfare over access to the dwindling supplies of oil and fresh water every Nation needs, but there is not enough of to go around.</p>
<p>Interesting to note is that in Publishers Weekly review of this seminal and prophetic book they forecast that <em><a href="http://www.amazon.com/Resource-Wars-Landscape-Conflict-Introduction/dp/0805055762">“Klare&#8217;s message is important, but it probably won&#8217;t be heard by many beyond readers of the handful of major newspapers that will review it.”</a></em></p>
<p>Though this forecast has proven accurate among the masses of Western people, the same cannot be said of their leaders, most important of them being the former British Defense Secretary <a href="http://en.wikipedia.org/wiki/John_Reid,_Baron_Reid_of_Cardowan">John Reid</a> who, likewise, in 2006 <a href="http://www.alternet.org/environment/33243">warned</a> that Global weather changes and dwindling natural resources were combining to increase the likelihood of violent conflict over land, water and energy.</p>
<p>Most important to note about Reid’s 2006 warning was that it came at a time that the United States was securing its own energy future by taking the vast oil wealth of Iraq in <a href="http://www.whatdoesitmean.com/index1454.htm">covert partnership with Iran</a>, but since that time has been moving away from its traditional European and Middle Eastern allies as it further retrenches into its own hemisphere.</p>
<p>Being left out in the cold, so to speak, with America’s retrenchment, the British, under their former Prime Minister <a href="http://en.wikipedia.org/wiki/Tony_Blair">Tony Blair</a>, began actively courting Libya dictator <a href="http://en.wikipedia.org/wiki/Muammar_Gaddafi">Colonel Muammar el-Qaddafi</a>, in 2007, allowing the release of Abdel Baset Ali al-Megrahi, a former Libyan intelligence agent and the only man convicted in the <a href="http://en.wikipedia.org/wiki/Pan_Am_Flight_103">Lockerbie Bombing</a>, in exchange for oil drilling rights for British Petroleum (BP).</p>
<p>The New York Times News Service further reported about this <em>“deal”</em> between Blair and el-Qaddafi:  <em><a href="http://www.nytimes.com/2011/03/05/world/europe/05iht-letter05.html">“A senior British official, Sir Gus O’Donnell, formally acknowledged that BP had lobbied the British government in pursuit of its oil interests and the British government, in turn, resolved to “do all it could to facilitate an appeal by the Libyans to the Scottish government” for Mr. Megrahi’s release.”</a></em></p>
<p>Not just to Libya’s oil were the British after either, as in the early 1980’s, drilling teams in this North African Nations southern parts <a href="http://twelfthbough.blogspot.com/2011/03/virtually-unknown-in-west-libyas-water.html">discovered</a> one of the largest water systems in the World in four major underground basins, these being the Kufra basin, the Sirt basin, the Morzuk basin and the Hamada basin.</p>
<p>In order to utilize this massive underground water wealth the Libyan’s began construction of the <em><a href="http://twelfthbough.blogspot.com/2011/03/virtually-unknown-in-west-libyas-water.html">“Great Man-Made River”</a></em>, which aside from being the largest water transport project ever undertaken on our Planet has, also, been described as the <em><a href="http://twelfthbough.blogspot.com/2011/03/virtually-unknown-in-west-libyas-water.html">“Eighth Wonder of the World.”</a></em></p>
<p>In late August, 1991, <em>“turned on the tap”</em> of their Great Man-Made River in a ceremony attended by nearly all Middle Eastern leaders, including former Egyptian dictator Hosni Mubarak who encouraged his countrymen to <em><a href="http://american_almanac.tripod.com/libya.htm">“go to Libya”</a></em> to begin growing food for the entire region.</p>
<p>Important for the reader to note about Libya’s Great Man-Made River is that with a population of <a href="http://en.wikipedia.org/wiki/Libya">barely 6.4 million people</a>, the food resources being grown since the early 1990’s (estimated that by 2012 could feed 50 million) could only be done so with the importation of over 1 million migrant workers, many of whom the UN now reports are <a href="http://www.usatoday.com/news/world/2011-03-07-un-libya_N.htm">either trapped or now fleeing</a>.</p>
<p>Most important of these migrant workers were the nearly 40,000 Chinese who were saved by their Nation’s <em><a href="http://news.xinhuanet.com/english2010/china/2011-03/05/c_13763034.htm">“epic evacuation”</a></em> and who were working on vastly improving Libya’s ability to market grains and fresh foods to Asia and various other projects, and by far posed the West’s biggest threat to their <em>“claim”</em> over Libya’s vast oil and water wealth.</p>
<p>Unfortunately for el-Qaddafi, however, was that instead of cementing firm defense relations with either Russia or China he became a <em>“ripened plum”</em> ready to be picked off by the West, especially after his storming out of the Arab League meeting in Qatar in March, 1999, after calling the Saudi King <em><a href="http://www.dailymail.co.uk/news/worldnews/article-1165858/Im-king-kings-Gaddafi-storms-Arab-summit-labels-Saudi-king-British-product.html">“a liar”</a></em> and further stating that the Saudi ruler was a <em><a href="http://www.dailymail.co.uk/news/worldnews/article-1165858/Im-king-kings-Gaddafi-storms-Arab-summit-labels-Saudi-king-British-product.html">“British product and American ally.”</a></em></p>
<p>Not being told the Western people about el-Qaddafi, his regime, or his family, is that the vast amount of Libyan oil and water wealth has been given to the Libyan people themselves, and even though like all other oligarchs (especially those in the US where <a href="http://www.huffingtonpost.com/michael-moore/america-is-not-broke_b_832006.html">just 400 people control over half of that country’s wealth</a>) pale in comparison to the Billions of Dollars stolen from the peoples of Saudi Arabia, Oman, Yemen, Bahrain, Tunisia, Iraq, Jordan and Djibouti by their Western backed despotic rulers.  That is not say, however, that el-Qaddafi, his regime, or his family, were not despotic, they were just less so than all the others by a wide margin.</p>
<p>So, with the Middle East now seeing its greatest turmoil since the early part of last century when the Arab people began throwing off the yoke of colonial repression, and with Libya being the <em>“main prize”</em>because of its vast oil and water wealth, it was no wonder that the new British Prime Minister, David Cameron, became the <a href="http://www.taipeitimes.com/News/front/archives/2011/02/22/2003496502">first Western leader to visit Egypt</a>, a visit that was quickly followed by Egyptian Special Forces troops <a href="http://www.mirror.co.uk/news/top-stories/2011/03/03/egyptian-special-forces-secretly-storm-libya-115875-22962119/">storming into Libya</a> to aid the rebels.</p>
<p>Those Egyptian Special Forces troops were then quickly followed into Libya by British Special Air Services (SAS) troops and MI6 agents who arrived <em><a href="http://original.antiwar.com/justin/2011/03/06/brits-bollix-benghazi-caper/">“in the dead of night, armed with weapons, maps and explosives while dressed in plain black clothing”</a></em>, but <em><a href="http://original.antiwar.com/justin/2011/03/06/brits-bollix-benghazi-caper/">“not to worry”</a></em> said the British, <em><a href="http://original.antiwar.com/justin/2011/03/06/brits-bollix-benghazi-caper/">“they were just looking for hotel rooms”</a></em>.</p>
<p>Though these British SAS troops were <a href="http://www.guardian.co.uk/world/2011/mar/07/sas-mi6-released-libya-rebels">quickly captured by the rebels and kicked out of Libya</a>, one would have to be in complete denial to not know that there are other teams of <a href="http://www.wsws.org/articles/2011/mar2011/liby-m07.shtml">Western military and intelligence agents</a> directing the war against el-Qaddafi and his forces to gain control over this most coveted of Middle Eastern Nations.</p>
<p>Most appalling in all of these events are that the American people are not being allowed to know the truth of what is truly happening, the reason being, and as the United States own Secretary of State, Hillary Clinton, <a href="http://www.presstv.ir/detail/168191.html">told the US Congress last week</a>, “<em><a href="http://www.presstv.ir/detail/168191.html">American media outlets do not offer real news despite their being the most technologically advanced” in the World.</a></em>”</p>
<p>To support Secretary Clinton’s assessment of how far the once free US news establishment has fallen in telling the American people the truth was the Columbia University Mailman School of Public Health report released this week detailing how US Military Forces <strong><a href="http://www.brussellstribunal.org/Roberts050311.htm">have killed over 1 million Iraqis</a></strong>, a staggering number of deaths not reported to these people by their <em>“mainstream”</em> media even though it took these university researchers just hours to compile this information from the Pentagons own reports.</p>
<p>As we have reported on many times, the still top-secret Pentagon report <a href="http://www.guardian.co.uk/environment/2004/feb/22/usnews.theobserver">released to London’s Telegraph Newspaper in 2004</a> detailing the World we are now entering is still being ignored by the American people, but its warnings should be heeded now at all costs as these dreaded Resource Wars are now beginning in full, including its dire findings that:</p>

<div><strong><a href="http://www.informationclearinghouse.info/article27616.htm" target="_blank">ICH</a> &#8211; </strong><strong>March 04, 2011 &#8212; Whatever</strong> the outcome of the protests, uprisings, and rebellions now sweeping the Middle East, one thing is guaranteed: the world of oil will be permanently transformed.  Consider everything that’s now happening as just the first tremor of an oilquake that will shake our world to its core.</div>
<p>For a century stretching back to the discovery of oil in southwestern Persia before World War I, Western powers have repeatedly intervened in the Middle East to ensure the survival of authoritarian governments devoted to producing petroleum.  Without such interventions, the expansion of Western economies after World War II and the current affluence of industrialized societies would be inconceivable.</p>
<p>Here, however, is the news that should be on the front pages of newspapers everywhere:  That old oil order is dying, and with its demise we will see the end of cheap and readily accessible petroleum &#8212; forever.</p>
<p><strong>Ending the Petroleum Age</strong></p>
<p>Let’s try to take the measure of what exactly is at risk in the current tumult.  As a start, there is almost no way to give full justice to the critical role played by Middle Eastern oil in the world’s energy equation.  Although cheap coal fueled the original Industrial Revolution, powering railroads, steamships, and factories, cheap oil has made possible the automobile, the aviation industry, suburbia, mechanized agriculture, and an explosion of economic globalization.  And while a handful of major oil-producing areas launched the Petroleum Age &#8212; the United States, Mexico, Venezuela, Romania, the area around Baku (in what was then the Czarist Russian empire), and the Dutch East Indies &#8212; it’s been the Middle East that has quenched the world’s thirst for oil since World War II.</p>
<p>In 2009, the most recent year for which such data is available, BP <a href="http://www.bp.com/subsection.do?categoryId=9023761&amp;contentId=7044545" target="_blank">reported</a> that suppliers in the Middle East and North Africa jointly produced 29 million barrels per day, or 36% of the world’s total oil supply &#8212; and even this doesn’t begin to suggest the region’s importance to the petroleum economy.  More than any other area, the Middle East has funneled its production into export markets to satisfy the energy cravings of oil-importing powers like the United States, China, Japan, and the European Union (EU).  We’re talking 20 million barrels funneled into export markets every day.  Compare that to Russia, the world’s top individual producer, at seven million barrels in exportable oil, the continent of Africa at six million, and South America at a mere one million.</p>
<p>As it happens, Middle Eastern producers will be even more important in the years to come because they possess an estimated two-thirds of remaining untapped petroleum reserves.  According to <a href="http://www.eia.doe.gov/oiaf/ieo/" target="_blank">recent projections</a> by the U.S. Department of Energy, the Middle East and North Africa will jointly provide approximately 43% of the world’s crude petroleum supply by 2035 (up from 37% in 2007), and will produce an even greater share of the world’s exportable oil.</p>
<p>To put the matter baldly:  The world economy requires an increasing supply of affordable petroleum.  The Middle East alone can provide that supply.  That’s why Western governments have long supported “stable” authoritarian regimes throughout the region, regularly supplying and training their security forces.  Now, this stultifying, petrified order, whose greatest success was producing oil for the world economy, is disintegrating.  Don’t count on any new order (or disorder) to deliver enough cheap oil to preserve the Petroleum Age.</p>
<p>To appreciate why this will be so, a little history lesson is in order.</p>
<p><strong>The Iranian Coup</strong></p>
<p>After the Anglo-Persian Oil Company (APOC) discovered oil in Iran (then known as Persia) in 1908, the British government sought to exercise imperial control over the Persian state.  A chief architect of this drive was First Lord of the Admiralty Winston Churchill.  Having ordered the conversion of British warships from coal to oil before World War I and determined to put a significant source of oil under London’s control, Churchill orchestrated the nationalization of APOC in 1914.  On the eve of World War II, then-Prime Minister Churchill oversaw the removal of Persia’s pro-German ruler, Shah Reza Pahlavi, and the ascendancy of his 21-year-old son,<a href="http://en.wikipedia.org/wiki/Mohammad_Reza_Pahlavi" target="_blank">Mohammed Reza Pahlavi</a>.</p>
<p>Though prone to extolling his (mythical) ties to past Persian empires, Mohammed Reza Pahlavi was a willing tool of the British.  His subjects, however, proved ever less willing to tolerate subservience to imperial overlords in London.  In 1951, democratically elected Prime Minister <a href="http://en.wikipedia.org/wiki/Mohammad_Mosaddeq" target="_blank">Mohammed Mossadeq</a> won parliamentary support for the nationalization of APOC, by then renamed the Anglo-Iranian Oil Company (AIOC).  The move was wildly popular in Iran but caused panic in London.  In 1953, to save this great prize, British leaders infamously conspired with President Dwight Eisenhower‘s administration in Washington and the CIA to engineer a <a href="http://www.tomdispatch.com/blog/175267/tomgram:_stephen_kinzer,_bp's_first_%22spill%22/" target="_blank">coup d’état</a> that <a href="http://www.gwu.edu/~nsarchiv/NSAEBB/NSAEBB28/index.html" target="_blank">deposed</a> Mossadeq and brought Shah Pahlavi back from exile in Rome, a story recently told with great panache by Stephen Kinzer in <a href="http://www.amazon.com/dp/047018549X/ref=nosim/?tag=tomdispatch-20" target="_blank"><em>All the Shah’s Men</em></a>.</p>
<p>Until he was overthrown in 1979, the Shah exercised ruthless and dictatorial control over Iranian society, thanks in part to lavish U.S. military and police assistance.  First he crushed the secular left, the allies of Mossadeq, and then the religious opposition, headed from exile by the Ayatollah Ruhollah Khomeini.  Given their brutal exposure to police and prison gear <a href="http://www.fas.org/programs/ssp/asmp/factsandfigures/government_data_index.html" target="_blank">supplied</a> by the United States, the shah’s opponents came to loathe his monarchy and Washington in equal measure.  In 1979, of course, the Iranian people took to the streets, the Shah was overthrown, and Ayatollah Khomeini came to power.</p>
<p>Much can be learned from these events that led to the current impasse in U.S.-Iranian relations.  The key point to grasp, however, is that Iranian oil production never recovered from the revolution of 1979-1980.</p>
<p>Between 1973 and 1979, Iran had achieved an output of nearly six million barrels of oil per day, one of the highest in the world.  After the revolution, AIOC (rechristened British Petroleum, or later simply BP) was nationalized for a second time, and Iranian managers again took over the company’s operations.  To punish Iran’s new leaders, Washington imposed tough trade sanctions, hindering the state oil company’s efforts to obtain foreign technology and assistance.  Iranian output plunged to two million barrels per day and, even three decades later, has made it back to only slightly more than four million barrels per day, even though the country possesses the world’s second largest oil reserves after Saudi Arabia.</p>
<p><strong>Dreams of the Invader</strong></p>
<p>Iraq followed an eerily similar trajectory.  Under Saddam Hussein, the state-owned Iraq Petroleum Company (IPC) produced up to 2.8 million barrels per day until 1991, when the First Gulf War with the United States and ensuing sanctions dropped output to half a million barrels daily.  Though by 2001 production had again risen to almost 2.5 million barrels per day, it never reached earlier heights.  As the Pentagon geared up for an invasion of Iraq in late 2002, however, Bush administration insiders and well-connected Iraqi expatriates spoke dreamily of a coming golden age in which foreign oil companies would be invited back into the country, the national oil company would be <a href="http://www.commondreams.org/headlines03/0221-04.htm" target="_blank">privatized</a>, and production would reach never before seen levels.</p>
<p>Who can forget the effort the Bush administration and its officials in Baghdad put into making their dream come true?  After all, the first American soldiers to reach the Iraqi capital <a href="http://query.nytimes.com/gst/fullpage.html?res=9D02EFDF133DF93BA15757C0A9659C8B63" target="_blank">secured</a> the Oil Ministry building, even as they allowed Iraqi looters free rein in the rest of the city. <a href="http://en.wikipedia.org/wiki/L._Paul_Bremer" target="_blank">L. Paul Bremer III</a>, the proconsul later chosen by President Bush to oversee the establishment of a new Iraq, brought in a team of American oil executives to supervise the privatization of the country’s oil industry, while the U.S. Department of Energy confidently predicted in May 2003 that Iraqi production would rise to 3.4 million barrels per day in 2005, 4.1 million barrels by 2010, and 5.6 million by 2020.</p>
<p>None of this, of course, came to pass.  For many ordinary Iraqis, the U.S. decision to immediately head for the Oil Ministry building was an instantaneous turning point that transformed possible support for the overthrow of a tyrant into anger and hostility.  Bremer’s drive to privatize the state oil company similarly produced a fierce nationalist backlash among Iraqi oil engineers, who essentially scuttled the plan.  Soon enough, a full-scale Sunni insurgency broke out. Oil output <a href="http://www.bp.com/subsection.do?categoryId=9023761&amp;contentId=7044545" target="_blank">quickly fell</a>, averaging only 2.0 million barrels daily between 2003 and 2009.  By 2010, it had finally inched back up to the 2.5 million barrel mark &#8212; a far cry from those dreamed of 4.1 million barrels.</p>
<p>One conclusion isn’t hard to draw: Efforts by outsiders to control the political order in the Middle East for the sake of higher oil output will inevitably generate countervailing pressures that result in diminished production.  The United States and other powers watching the uprisings, rebellions, and protests blazing through the Middle East should be wary indeed: whatever their political or religious desires, local populations always turn out to harbor a fierce, passionate hostility to foreign domination and, in a crunch, will choose independence and the possibility of freedom over increased oil output.</p>
<p>The experiences of Iran and Iraq may not in the usual sense be comparable to those of Algeria, Bahrain, Egypt, Iraq, Jordan, Libya, Oman, Morocco, Saudi Arabia, Sudan, Tunisia, and Yemen.  However, all of them (and other countries likely to get swept up into the tumult) exhibit some elements of the same authoritarian political mold and all are connected to the old oil order.  Algeria, Egypt, Iraq, Libya, Oman, and Sudan are oil producers; Egypt and Jordan guard vital oil pipelines and, in Egypt’s case, a crucial canal for the transport of oil; Bahrain and Yemen as well as <a href="http://www.atimes.com/atimes/Middle_East/MC02Ak01.html" target="_blank">Oman</a> occupy strategic points along major oil sealanes.  All have received substantial U.S. military aid and/or housed important U.S. military bases.  And, in all of these countries, the <a href="http://www.nytimes.com/2011/02/26/world/middleeast/26yemen.html" target="_blank">chant</a> is the same:  “The people want the regime to fall.”</p>
<p>Two of these regimes have already fallen, three are tottering, and others are at risk.  The impact on global oil prices has been swift and merciless: on February 24th, the delivery price for North Brent crude, an industry benchmark, <a href="http://news.yahoo.com/s/nm/20110228/bs_nm/us_markets_oil" target="_blank">nearly reached</a> $115 per barrel, the highest it’s been since the global economic meltdown of October 2008.  West Texas Intermediate, another benchmark crude, briefly and ominously crossed the $100 threshold.</p>
<p><strong>Why the Saudis are Key</strong></p>
<p>So far, the most important Middle Eastern producer of all, Saudi Arabia, has not exhibited obvious signs of vulnerability, or prices would have soared even higher.  However, the royal house of neighboring Bahrain is already in deep trouble; tens of thousands of <a href="http://www.nytimes.com/2011/02/26/world/middleeast/26bahrain.html" target="_blank">protesters</a> &#8212; more than 20% of its half million people &#8212; have repeatedly taken to the streets, despite the threat of live fire, in a movement for the abolition of the autocratic government of King Hamad ibn Isa al-Khalifa, and its replacement with genuine democratic rule.</p>
<p>These developments are especially worrisome to the Saudi leadership as the drive for change in Bahrain is being directed by that country’s long-abused Shiite population against an entrenched Sunni ruling elite.  Saudi Arabia also contains a large, though not &#8212; as in Bahrain &#8212; a majority Shiite population that has also suffered discrimination from Sunni rulers.  There is <a href="http://www.nytimes.com/2011/02/20/world/middleeast/20saudi.html" target="_blank">anxiety</a> in Riyadh that the explosion in Bahrain could spill into the adjacent oil-rich Eastern Province of Saudi Arabia &#8212; the one area of the kingdom where Shiites do form the majority &#8212; producing a major challenge to the regime.  Partly to forestall any youth rebellion, 87-year-old King Abdullah has just promised $10 billion in grants, part of a $36 billion package of changes, to help young Saudi citizens get married and obtain homes and apartments.</p>
<p>Even if <a href="http://www.msnbc.msn.com/id/41810521/ns/world_news-mideast/n_africa/" target="_blank">rebellion</a> doesn’t reach Saudi Arabia, the old Middle Eastern oil order cannot be reconstructed.  The result is sure to be a long-term decline in the future availability of exportable petroleum.</p>
<p>Three-quarters of the 1.7 million barrels of oil Libya produces daily were <a href="http://af.reuters.com/article/investingNews/idAFJOE71N0G620110224" target="_blank">quickly taken off</a> the market as turmoil spread in that country.  Much of it may remain off-line and out of the market for the indefinite future.  Egypt and Tunisia can be expected to restore production, modest in both countries, to pre-rebellion levels soon, but are unlikely to embrace the sorts of major joint ventures with foreign firms that might boost production while diluting local control.  Iraq, whose largest oil refinery was badly <a href="http://uk.reuters.com/article/2011/02/26/iraq-oil-refinery-idUKLDE71P00S20110226" target="_blank">damaged</a> by insurgents only last week, and Iran exhibit no signs of being able to boost production significantly in the years ahead.</p>
<p>The critical player is Saudi Arabia, which just <a href="http://www.bloomberg.com/news/2011-02-28/iraq-refinery-bombed-libya-plant-s-supply-cut-persian-gulf-oil.html" target="_blank">increased production</a> to compensate for Libyan losses on the global market.  But don’t expect this pattern to hold forever.  Assuming the royal family survives the current round of upheavals, it will undoubtedly have to divert more of its daily oil output to satisfy rising domestic consumption levels and fuel local petrochemical industries that could provide a fast-growing, restive population with better-paying jobs.</p>
<p>From 2005 to 2009, Saudis used about 2.3 million barrels daily, leaving about 8.3 million barrels for export.  Only if Saudi Arabia continues to provide at least this much oil to international markets could the world even meet its anticipated low-end oil needs.  This is not likely to occur.  The Saudi royals have expressed reluctance to raise output much above 10 million barrels per day, fearing damage to their remaining fields and so a decline in future income for their many progeny.  At the same time, rising domestic demand is expected to consume an ever-increasing share of Saudi Arabia’s net output.  In April 2010, the chief executive officer of state-owned Saudi Aramco, Khalid al-Falih, <a href="http://www.bloomberg.com/news/2010-09-26/saudi-arabia-s-gas-oil-consumption-growing-faster-than-ecomony-spa-says.html" target="_blank">predicted</a> that domestic consumption could reach a staggering 8.3 million barrels per day by 2028, leaving only a few million barrels for export and ensuring that, if the world can’t switch to other energy sources, there will be petroleum starvation.</p>
<p>In other words, if one traces a reasonable trajectory from current developments in the Middle East, the handwriting is already on the wall.  Since no other area is capable of replacing the Middle East as the world’s premier oil exporter, the oil economy will shrivel &#8212; and with it, the global economy as a whole.</p>
<p>Consider the recent rise in the price of oil just a faint and early tremor heralding the oilquake to come.  Oil won’t disappear from international markets, but in the coming decades it will never reach the volumes needed to satisfy projected world demand, which means that, sooner rather than later, scarcity will become the dominant market condition.  Only the rapid development of alternative sources of energy and a dramatic reduction in oil consumption might spare the world the most severe economic repercussions.</p>

<p><em>At an international symposium held in Ghent, Belgium May 28-30, 2010, scientists asserted that “manipulation of climate through modification of Cirrus clouds is neither a hoax nor a conspiracy theory.” It is “fully operational” with a solid sixty-year history. Though “hostile” environmental modification was banned by UN Convention in 1978, its “friendly” use today is being hailed as the new savior to climate change and to water and food shortages. The military-industrial complex stands poised to capitalize on controlling the world’s weather. </em></p>
<p><em>“In recent years there has been a decline in the support for weather modification research, and a tendency to move directly into operational projects.”</em> ~World Meteorological Organization, 2007</p>
<p>Rainmaker Charles Hatfield, in 1915, destroyed much of San Diego.</p>
<p>The only conspiracy surrounding geoengineering is that most governments and industry refuse to publicly admit what anyone with eyes can see. Peer-reviewed research is available to anyone willing and able to maneuver the labyrinth of scientific journals. So, while there is some disclosure on the topic, full public explanation is lacking. A brief list of confirmed cloud seeding events is produced at bottom, starting in 1915.</p>
<p><a href="http://coto2.files.wordpress.com/2010/07/charles_hatfield-1915-san-diego.jpg" target="_blank"></a>Going under a variety of names – atmospheric geoengineering, weather modification, solar radiation management, chemical buffering, cloud seeding, weather force multiplication – toxic aerial spraying is popularly known as chemtrails. However, this is merely one technique employed to modify weather. The practice of environmental modification is vast and well funded.</p>
<p>Hosted by the Belfort Group, which has been working for the last seven years to raise public awareness of toxic aerial spraying, the Symposium included chemtrail awareness groups from Greece, Germany, Holland, France and the U.S.  Belfort published five videos covering only May 29,[1] when filmmaker Michael Murphy (Environmental Deception and What in the world are they spraying)[2] and aerospace engineer Dr. Coen Vermeeren [3] gave the most dramatic presentations.</p>
<p>Dr Vermeeren, of the Delft University of Technology, presented [4] a 300-page scientific report entitled, “CASE ORANGE: Contrail Science, Its Impact on Climate and Weather Manipulation Programs Conducted by the United States and Its Allies.” [5]</p>
<p>Case Orange notes it was prepared for the Belfort Group by a team of scientists but presented anonymously. It was sent to embassies, news organizations and interested groups around the world “to force public debate.”</p>
<p>The report spends some time on HAARP, the High Frequency Active Auroral Research Program, [6] which is a military endeavor focused on ionospheric, electromagnetic, and global electrostatic field manipulation, and on other exotic weapon systems that manipulate the environment. While related, they go beyond this discussion of chemtrails.</p>
<p>In the interest of brevity, the health and environmental implications of cloud seeding is not discussed in any depth herein. Case Orange does go into it, as did most of the speakers at the Belfort Symposium. Cursory research reveals a debate among researchers as to chemtrail toxicity, but whether that’s a 50-50 or 99-1 argument is unknown.</p>
<p><strong>Contrails Are Chemtrails</strong></p>
<p>Case Orange rejects use of the term ‘chemtrails’ because it is associated with amateur conspiracy theorists. The only credible document it could find that uses it is the Space Preservation Act of 2001 introduced by U.S. Representative Dennis Kucinich (D-OH). [7]  H.R. 2977 sought to ban the use of exotic weapon systems that would damage climate, weather, tectonic and biological systems. “Chemtrails” are specifically listed. Though later removed, no version of the bill ever became law.</p>
<p>Instead, the writers prefer the term ‘persistent contrails’ to describe the phenomenon since all contrails are chemtrails. ‘Persistent contrails’ distinguishes those that contain weather-altering additives from those that represent normal aircraft exhaust that dissipates after a few seconds or minutes.</p>
<p>Case Orange also rejects misanthropic intentions behind persistent contrails. It shows that geoengineering is fully operational, but rejects it is used to sicken people on the assumptions that 1) public health agencies have the public interest at heart; and 2) the economy is consumer driven. The authors indicate no awareness of numerous reports of collusion between the pharmaceutical industry and government health agencies. This year, a significant conflict-of-interest report appeared in the prestigious British Medical Journal, which further heightened suspicions that the H1N1 flu and its vaccines were a scam.[8]  Nor do the authors consider that sick people will spur economic growth in a capitalist (for profit) health system.</p>
<p>Dr. Vermeeren gave his own introductory remarks and conclusions, but spent the bulk of the hour presenting information from Case Orange. He frankly admitted the existence of persistent contrails.</p>
<p>“We also know that chemtrails do exist because we do spraying; for crops, for example, and we know that they have been spraying for military purposes. So, chemtrails is nothing new. We know about it.”</p>

<hr /><strong>“Weather manipulation through contrail formation … is in place and fully operational.”</strong></p>
<p>Case Orange cites publicly available material that shows geoengineering has been ongoing for “at least 60 years.” Used as a weapon of war in Hamburg by the UK during World War II, it was also used in the Vietnam Conflict by the US.  Controversy over its use, revealed by investigative reporter Jack Anderson, spurred Senate hearings in 1972. During those hearings, military officials denied the use of cloud seeding technology. Later, a private letter from Secretary of Defense Melvin Laird admitting that his testimony was false surfaced. He, again unbelievably, claimed he didn’t know what was happening. [9]</p>
<p>Environmental modification (EnMod) weaponry was finally banned by treaty in 1978. The UN Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques forced the end of such programs, overtly anyway.[10]  (Case Orange authors seem unaware of this international ban, as it is one of their recommendations.)</p>
<p>However, with widespread reporting of rising global temperatures, increasing population, and degradation of water supplies, renewed interest in EnMod is now becoming broadly supported. <p>Building a case for old technology finding a new market, Case Orange discusses several U.S. patents. For example, authors describe a 1975 patent, “Powder Contrail Generation,” [13] for the invention of a:</p>
<blockquote dir="ltr"><p>“specific contrail generation apparatus for producing a powder contrail having maximum radiation scattering ability for a given weight [of] material. The seeding material … consists of 85% metallic particles and 15% colloidal Silica and Silica gel in order to produce a stable contrail that has a residence period of 1 up to 2 weeks.”</p></blockquote>
<p>In 2009, researchers published “Modification of Cirrus clouds to reduce global warming,” which proposed two methods of delivery for this same proportion of metallics to silica and the same staying power of one to two weeks.[14]</p>
<p>Case Orange also reveals a 1991 patent held by Hughes Aircraft Company [15] that:</p>
<blockquote dir="ltr"><p>“contains 18 claims to reduce global warming through stratospheric seeding with aluminum oxide… thorium oxide … and refractory Welsbach material ….”</p></blockquote>
<p>The report notes that “the proposed scenario by the IPCC [Intergovernmental Panel on Climate Change] in 2001 is identical to the claims” in Hughes Aircraft’s 1991 patent. Hughes was acquired by Raytheon, a private defense contractor, in 1997, “the same company that acquired E-systems and the HAARP contract.”</p>
<p>Case Orange presents evidence that Raytheon stands to control all weather, which the authors find repugnant given that it is a private corporation. The authors recommend suing private corporations instead of governments. But subcontracting is quite common for governments and agencies, especially the US military. The distinction between large, powerful corporations and governments is a fine line obscure to common folk. And, the effect is the same whether governments are spraying us with nano-sized metals, chemicals or biologicals, or whether corporations do. The authors’ protective posture toward governments is nonsensical.</p>
<p>Case Orange suggests that geoengineering found new life in the global warming scare. Old patents are being dusted off and private interests stand to make substantial sums now that Cap and Trade has been exposed as ineffective in reducing greenhouse gases. (Although, lawmakers are still considering it since substantial sums can be made from the scheme, to wit: Al Gore reportedly achieved billionaire status from it.)</p>
<p>Since 2007, billionaire Bill Gates has spent at least $4.5 million on geoengineering research. [16]  Since reducing emissions is not popular with industry, ‘Plan B’ – geoengineering – is being touted as the answer to climate change and water shortage.  A longer description of Plan B is: Add more pollution to the sky and water to offset industrial pollution, without reducing industrial pollution.</p>
<p>Human rights and environmental watchdog, ETC Group, describes the momentum [17]:</p>
<blockquote dir="ltr"><p>“The roll-out of geoengineering as Plan B is being skillfully executed: prominent high-level panels sponsored by prestigious groups, a spate of peer-reviewed articles this January in science journals, and a line-up of panicked politicians in northern countries, nodding nervously in agreement as scientists testify about the ‘need to research Plan B.’”</p></blockquote>
<p>ETC reports that Gates’ top geoengineering advisor unveiled a plan to grow solar radiation management research “one-hundred-fold, from $10 million to $1 billion over ten years.”</p>
<p>Indeed, several watchdog groups recently ramped up calls to address clean water shortage. “At the end of July 2010, the United Nations General Assembly will vote on an important resolution, initiated by the Bolivian government, which would make clean water and sanitation a human right,” reports Food and Water Watch.[18]</p>
<p><strong>Weather as a Force Multiplier: Owning the Weather in 2025</strong></p>
<p><strong> </strong></p>
<p>Case Orange ties a 1996 report by top military personnel in the U.S., “Weather as a Force Multiplier: Owning the Weather in 2025” [19] to evidentiary details (like governmental spraying schedules, chemical orders, correct nomenclature used in airline operating manuals, and calls for geoengineering by economists) to support its notion of “heavy involvement of governments at top level in climate control projects.”</p>
<p>Owning the Weather in 2025 provides a specific timeline for the use of EnMod technologies in cooperation with the Weather Modification Association (WMA), a business-government group promoting the beneficial uses of environmental modification [20]:</p>
<p>2000 Introduce ionic mirrors, with a sharp increase from 2008;</p>
<p>2000-2025 Use chemicals for atmospheric seeding by civilian (as well as military) aviation;</p>
<p>2004 Create smart clouds thru nanotechnology, with exponential increase after 2010;</p>
<p>2005 Introduce ‘carbon black dust’.</p>
<p>Though Case Orange decries the paucity of research into EnMod, in 2009 WMA published its position statement on the safety of seeding clouds with silver-iodide, citing three dozen research papers from 1970 through 2006. [21]  In 2007, the World Meteorological Organization (WMO) published a statement that included “Guidelines for the Planning of Weather Modification Activities.” Acknowledging that the modern technology of weather modification began in the 1940s, it is still “an emerging technology” today. [22] WMO indicated disappointment that research is being abandoned for operations.</p>
<p>Case Orange contains no reference to the WMA position statement citing all that research, although it cites the group. Nor does it mention the World Meteorological Organization, an agency of the United Nations, which has a link to its Weather Modification portal on its Index page.</p>
<p>At the end of the section, The bare necessity of geoengineering through cloud generation for survival of the planet (5.2.7), Case Orange states:</p>
<blockquote dir="ltr"><p>“[O]ur investigation team comes to the conclusion that climate control programs, controlled by the military but approved by governments, are silently implemented in order to avoid the worst case scenarios they obviously do not want. The two basic instruments are temperature control through generation of artificial clouds and manipulation of the ionosphere through ionosphere heaters.</p>
<p>“Both remain basically military combat systems with the option to go into the offensive if deemed necessary. However since several ionosphere heaters are installed on various places around the globe one can assume that there is wide cooperation between governments in order to reach the climate targets by 2025: controlling the weather and thus the planet.”</p></blockquote>
<p>The report published the following images provided by a former meteorologist at the Ontario Weather Service, showing spraying schemes for Europe. For December 6, 2008:</p>
<p>“The spraying schemes seem to be organized in a logical pattern so that the whole of Europe is covered in a 3-day period,” the authors write. The following images cover January 3-5, 2010:</p>
<p>Case Orange agrees that climate change needs to be addressed. Regarding Climate-Gate, the authors suggest that the University of East Anglia deliberately manipulated the climate data to gradually prepare the global population for its future on a hotter planet.</p>
<p>They also cite research that supports the notion that climate change is real. During the three-day grounding of most aircraft after 9/11, scientists noticed an increase in temperature of 1.1 °C (2 °F). [23] This is an astounding increase in such a short time frame. The incidence of cloud seeding reports by the public increases exponentially after this.</p>
<p>The 1996 military piece, Owning the Weather in 2025, gives climate change skeptics “an insight in what to expect in the 21st century:</p>
<blockquote dir="ltr"><p>‘Current demographic, economic and environmental trends will create global stresses that provide the impetus necessary for many countries or groups to turn weather modfication ability into capability. In the United States weather modification will likely become part of national security policy with both domestic and international applications. Our government will pursue such a policy, depending on its interests, at various levels.’”</p></blockquote>
<p><strong>Recommendations</strong></p>
<p>“Persistent contrails,” however, “have a devastating impact on eco-systems on this planet and quality of life in general.” Case Orange joins the call of Bill Gates’ geoengineering advisor and the WMO for new research measuring the impact on human health and the environment from EnMod programs.</p>
<p>Case Orange also recommends an immediate and full disclosure of current EnMod activities to the public; and that all civil aviation laws be abided.</p>
<p>Of note, in response to policy interest in geoengineering as a means to control climate change and enhance water supplies, on May 14, 2010, the science subcommittee of the United Nations Convention on Biological Diversity proposed a geoengineering moratorium. [24] This proposed ban on “friendly” EnMod programs will be heard at the Tenth Conference of Parties to UN Convention on Biodiversity in Nagoya, Japan this October.</p>
<p>Case Orange reports that China and Russia openly admit to cloud-seeding, while the U.S. denies such activities. The U.S. does permit open air testing of chemical and biological weapons but not under the law the authors cited, which they paraphrased:</p>
<p>The secretary of defense may conduct tests and experiments involving the use of chemical and biological agents on civilian populations.</p>

<p>Codified as 50 USC 1520, under Chapter 32 Chemical and Biological Warfare Program, Public Law 85-79 was repealed in 1997 by Public Law 105-85. In its place, 15 USC 1520a provides restrictions (such as informed consent). 50 USC 1512, however, allows open air testing of chemicals and biologicals and allows presidential override of notices and of public health considerations for national security reasons. [25] Case Orange authors are thus correct in asserting that such programs are legal in the U.S.</p>
<p>Epilogue</p>
<p>Having heard enough conspiracy theories to last me a lifetime, I hesitated researching the subject of chemtrails, and maintained skepticism. That all changed in March when I personally observed two jets seeding clouds, along with about 30 other people in the parking lot at lunchtime. Someone took a picture from her cell phone:</p>
<p>The trails lasted for hours, and looked distinctly different from other clouds. Since then, I’ve been watching the skies and can now tell when they’ve been seeded. We often have a white haze instead of a deep blue sky, even when persistent contrails aren’t visible.</p>
<p>A few days ago, someone sent me a link to the Belfort Symposium videos. Four hours into it, I became riveted when Dr. Vermeeren began his presentation of the Case Orange report. That’s when I decided to seriously look into the subject. As informative as Case Orange is for the newcomer, any serious research into the subject reveals that what all those “conspiracy theorists” suggest is true: they are spraying the skies, and they’re not telling us.</p>
<p>Discovering that the World Meteorological Organization has a tab on its website called Weather Modification shocked me. Reading their disappointment that governments are going ahead with operations instead of doing more research confirmed all of it for me. And that was published in 2007!</p>
<p>So, while we’re not being told, the information is publicly available to any armchair researcher.</p>
<p>Being so late to the game on all this accords me sympathy for others. Military leaders have for centuries recognized that it rains after a heavy battle, but harnessing that power in a way that doesn’t cause a deluge like in San Diego in 1915 has been a task. I came upon other stories like that in my research – misdirected hurricanes, farm wars, massive flooding and mudslides. It’s no wonder there are so many books on the subject.  It’s no wonder this turned into a 3,000-word essay.</p>
<p>Chemtrails are no hoax; I spent time going to as many original sources as I could find. The record is replete with mainstream news accounts of the early days of the modern EnMod program. If its birth can be marked by Britain’s successful use of chaff in 1943 to jam enemy radar, the program is 67 years old. That’s quite a history to keep under the radar of most people. That reflects most poorly on mainstream news sources, who are supposed to expose government shenanigans.</p>
<p>~~~</p>
<p>A Brief History of Cloud Seeding</p>
<p>Cloud seeding, as a US military research project, began as early as the 1830s, according to Colby College professor, James R. Fleming. [26]  Verifiably successful rainmaking attempts did not occur until 1915.</p>
<p>1915  To end a prolonged drought, San Diego hired reputed rainmaker Charles Hatfield, who claimed that the evaporation of his secret chemical brew atop wooden towers could attract clouds.  San Diego was rewarded with a 17-day deluge that totaled 28 inches. The deadly downpour washed out more than 100 bridges, made roads impassable over a huge area, destroyed communications lines, and left thousands homeless. [27]</p>

<p>1943 “The first operational use of chaff (aluminium strips which are precisely cut to a quarter of the radar’s wavelength) took place in July 1943, when Hamburg was subjected to a devastating bombing raid. The radar screens were cluttered with reflections from the chaff and the air defence was, in effect, completely blinded.” [28]</p>
<p>1946  General Electric’s Vincent Schaefer dropped six pounds of dry ice into a cold cloud over Greylock Peak in the Berkshires, causing an “explosive” growth of three miles in the cloud. [29]</p>

<p>1947  Australian meteorologists successfully repeated the process. [30]</p>
<p>1949  Project Cirrus: Nobel Laureate Irving Langmuir and General Electric researcher Vincent Schaefer fed ten ounces of silver iodide into a blowtorch apparatus and brought down 320 billion gallons of rain across half of New Mexico from a desert near Albuquerque. [31]</p>
<p>1950  Harvard meteorologist Wallace Howell seeded New York City skies with dry ice and silver iodide smoke, filling the city’s reservoirs to near capacity. [32]</p>
<p>1952  The UK’s Operation Cumulus resulted in 250 times the normal amount of rainfall, killing dozens and destroying landscapes. [33]</p>
<p>1962-1983  Operation Stormfury, a hurricane modification program, had some success in reducing winds by up to 30%. [34]</p>
<p>1966-1972  Project Intermediary Compatriot (later called Pop Eye) successfully seeded clouds in Laos. The technique became part of military actions in Cambodia, Vietnam and Laos from 1967 to 1972. Initially revealed by Jack Anderson in the Washington Post, 18 Mar 1971. [35]</p>
<p>1986  The Soviet air force diverted Chernobyl fallout from reaching Moscow by seeding clouds. Belarus, instead, was hit. [36]</p>
<p>China weather rocket (2008 by ImpactLab)</p>
<p>2008  Chinese government used 1,104 cloud seeding missiles to remove the threat of rain ahead of the Olympic opening ceremony in Beijing. [37]</p>
<p>2009  Moscow Halo. Case Orange cites this as evidence of cloud seeding, but others suspect it is electromagnetic in origin. Russian authorities said it was an optical illusion. [38]</p>
<p>This is by no means a comprehensive list; indeed, volumes are dedicated to the subject.</p>

<p><strong>The world’s largest cities are merging into vast ‘mega regions’ which will be characterised by overcrowding, poverty and pollution, a new report warns.</strong></p>
<p>The continuing growth of urban areas is likely to be one of the most significant factors affecting society over the next 50 years, a United Nations agency said.</p>
<p>Such mega regions will stretch hundreds of miles across countries and will be home to more than 100million people. Last year it was confirmed for the first time that over half the world’s population lives in cities.</p>
<p>The <a href="http://www.unhabitat.org/content.asp?cid=8051&amp;catid=7&amp;typeid=46&amp;subMenuId=0" target="_blank"><strong>State Of The World’s Cities </strong></a>report claims that urbanisation is ‘unstoppable’.</p>
<p>A mega region, which is often two or more cities becoming connected as increasing numbers of towns and ghettos spring up between them, has already been established in the Hong Kong-Shenhzen-Guangzhou region of China where 120million people live.</p>
<p>Eduardo Lopez Moreno, the report’s author, said: ‘The top 25 cities in the world account for more than half of the world’s wealth, and the five largest cities in India and China now account for 50 per cent of those countries’ wealth.’</p>
<p>However, he claims an explosion of mega regions will not necessarily be a bad thing despite warning of ‘further patterns of social and economic exclusion’.</p>
<p>‘They, rather than countries, are now driving wealth,’ Mr Moreno added.</p>
<p>“Research shows that the world’s largest 40 mega regions cover only a tiny fraction of the habitable surface of our planet and are home to fewer than 18 per cent of the world’s population yet account for 66 per cent of all economic activity and about 85 per cent of technological and scientific innovation.’</p>
<p>Anna Tibaijuka, director of <a href="http://www.unhabitat.org/" target="_blank"><strong>UN-Habitat</strong></a>, said: ‘Just over half the world now lives in cities but by 2050, over 70 per cent of the world will be urban dwellers.</p>
<p>‘By then, only 14 per cent of people in rich countries will live outside cities, and 33 per cent in poor countries.’

<p>There has never before been a potentially catastrophic combination of so many virtually bankrupt major sovereign states (US, UK, Spain, Italy Greece, Japan and many more) and a financial system which is bankrupt but is temporarily kept alive with phoney valuations and unlimited money printing. But governments will soon realise that they are not alchemists who can turn printed paper into gold. The consequences of the global financial crisis are potentially catastrophic.</p>
